    With most of the Western hemisphere on holiday, another crisis appears to be developing on the India–Pakistan border known as the Line of Control (LoC). The incident started on Saturday, where at least four Indian soldiers were killed, in an exchange of fire with the Pakistani Army on the Line of Control (LoC) dividing Kashmir, ABC News reported.

    The two sides reportedly exchanged heavy fire in the Keri sector of the Rajouri district, about 222 km southwest of Srinagar city, the summer capital of the Indian state of Jammu and Kashmir.

    The skirmish started when Pakistani troops used automatic weapons, small arms, and mortars to attack Indian positions in Shahpur area of J&K’s Poonch district. The Indian army said Pakistani soldiers violated the 2003 cease-fire, calling the attack an “unprovoked cease-fire violation.”

    The government of Pakistan is considering a proposal to start using the Chinese yuan in trade with China, according to the Interior Minister Ahsan Iqbal, as quoted by Pakistan’s English-language daily Dawn.

    “We are examining the use of yuan instead of the US dollar for trade between the two countries,”
    the minister told the media after the official launch of the Long Term Plan (LTP) for the China-Pakistan Economic Corridor (CPEC).


    Bilateral trade between Pakistan and China was worth $13.8 billion in 2015 to 2016, a decade after the countries signed a free trade agreement. Pakistan will continue to use the rupee domestically, according to Iqbal.

    The LTP includes cooperation between the countries in energy, information network infrastructure, road and rail connections, trade and industrial parks, tourism, agriculture, and poverty alleviation. The plan will be implemented in three phases, the first ending in 2020, followed by another in 2025, with completion in 2030.

    Under the plan, the countries intend to develop multi-level cooperation and strengthen policy coordination, as well as establish and improve the cross-border credit system and financial services. Karachi and Beijing are also planning to enhance currency swap arrangements and create a bilateral payment and settlement system.

    The disputed of territory of Kashmir, lying in the north of the sub-continent between India and Pakistan, does not often feature in the world news media, but recently the little-known yet most sensitive region has received attention, not only because of boundary clashes between the armies of India and Pakistan but because there have been some dramatic incidents in the Indian-administered region. Tension is rising, as indicated by comments from politicians and media in both countries, which have been swinging from casual abuse to extremes of frenzied condemnation.

    The Vishva Hindu Parishad (VHP) in India is a right-wing, religiously-based ultra-nationalist political party with a large following which actively supports the ruling Bharatiya Janata Party, which bases its policies on the aspirations of a strongly nationalistic community. The leader of the VHP, Acharya Dharmendra, declared in a speech on June 2 that «India should drop a nuclear bomb on Pakistan for creating tension at the border. It is a rogue nation and India must teach that country a lesson. It is important for peace in the Indian subcontinent».

    So far as can be determined, no Pakistani politician has yet made such a statement, publicly, at least, but the feeling in Pakistan as regards the use of nuclear weapons is much the same as in India: very many citizens of both countries believe that nuclear weapons just make a bigger bang. This is worrying, to put it mildly, especially as these two well-armed nations are squaring up to each other over the Kashmir imbroglio.

    Before India and Pakistan became independent in 1947 there were some 560 feudal rulers of princely states, of which Kashmir was one of the few in which a Muslim majority were subjects of a Hindu maharajah. He decided to accede to India but the territory continued to be disputed between India and Pakistan, and remains in such status on the books of the UN Security Council.

    The main UNSC resolution about Kashmir is 122 of 24 January 1957. It reminds the governments of India and Pakistan that «the final disposition of the State of Jammu and Kashmir will be made in accordance with the will of the people expressed through the democratic method of a free and impartial plebiscite conducted under the auspices of the United Nations».

    Nuclear dangers are growing in five different regions. The least noticed is South Asia. New Delhi has not been able to figure out how to deal with militant groups that enjoy safe havens in Pakistan. So far, India’s options have been to do nothing after attacks or execute war plans that invite mushroom clouds. A third option, which involves commando raids, may now be coming into view.


    During seven decades of strained relations, Indian war planning has been downsized from fighting major conflicts to fighting limited conventional wars. Comparatively speaking, moving from limited conventional war to commando raids is a step in the right direction. But this progression offers little consolation when the potential for escalation is ever present, and when nuclear weapons serve as a backdrop to every military encounter.

    India’s classic war plan against Pakistan centered on large-scale, time-consuming mobilizations along two main fighting corridors. This plan didn’t help India after the “Twin Peaks” crisis, sparked by a brazen attack on the Indian parliament in 2001. India carried out a massive mobilization, but Pakistan’s army deployed faster after a delayed start, which made the prospect of a full-scale conventional war under the shadow of nuclear weapons a poor choice for New Delhi.

    War plans don’t go away; they evolve. India’s army then pivoted to plans for quick strikes and shallow advances along many possible avenues of attack. Rawalpindi countered by embracing nuclear weapons tailored for various kinds of battlefield use. The Indian Army’s so-called “Cold Start” doctrine remains on the books, even though implementation is problematic due to long-standing disconnects in civil-military relations, joint-military operations and military procurement. More importantly, a limited conventional war, no matter how carefully planned, may not stay limited. India’s civilian leaders have yet to endorse the army’s plans, and didn’t employ them after the 2008 Mumbai attacks.

    Since then, Pakistan has been more victimized by acts of terror than India. But because the perpetrators are overwhelmingly homegrown—and since they have refrained from attacking Indian targets—their carnage does not prompt war scares on the subcontinent.

    In contrast, attacks against Indian targets that originate in Pakistan have clear escalatory potential. They typically occur after New Delhi makes overtures to improve relations with Pakistan. Prime Minister Narendra Modi has made three such overtures. He invited Prime Minister Nawaz Sharif to attend his inauguration in May 2014, he agreed in July 2015 to resume a composite dialogue on all outstanding issues, and he made an unannounced visit to Lahore bearing birthday and wedding gifts for Nawaz Sharif and his family on Christmas Day 2015.

    Attacks on Indian military camps or consulates in Afghanistan followed after each of these overtures. After the attack on the Indian military outpost at Uri last September, Modi dispensed with diplomacy and adopted a very hard line. The announcement of “surgical strikes” across the Kashmir divide followed, and were reinforced by pointed references to Pakistan’s jugular—stirring up greater disaffection in Baluchistan and revisiting the Indus Waters Treaty.

    Relations between India and Pakistan are now stuck in a bad place and have poor prospects of improvement in the near term. Bilateral diplomacy is limping along, the Kashmir Valley is seething due to ham-fisted governance and a lockdown by Indian security forces, and artillery fire can again be heard across the Kashmir divide.

    Pakistan’s air force chief has warned India that worsening tension over the disputed Kashmir region could escalate into a full-scale war. Marshal Sohail Aman urged India to show restraint, and added that Pakistani troops know how to deal with New Delhi if it intensifies the conflict. The warning comes as tensions are soaring between Islamabad and New Delhi over Kashmir after a day of violent exchanges. Twelve civilians as well as three soldiers were reportedly killed by Indian fire on Wednesday, the deadliest incident in weeks of border clashes. In the meantime guns along the Line of Control seem far from falling silent any time soon.

3 Indian Soldiers Die in Cross Border Firing from Pakistan

    India says it has lost three soldiers in cross border firing from Pakistan. The Indian army says the soldiers were killed in Kashmir. One of them was killed after coming under sniper fire in Machhal sector on Wednesday and two others were killed in in Naushera sector. The army statement added that its troops retaliated by targeting the Pakistan army posts in the disputed region. The latest exchanges of fire come as tensions between the two rivals soar. Tensions between the neighboring countries have been on the rise since September when 19 Indian soldiers were killed in an attack on an Indian army base.

    Geo-political tensions between India and Pakistan surged over the weekend as cross-border firing continued in both directions along the Line of Control (LoC), the de-facto border between the Indian- and Pakistani-held portions of disputed Kashmir. More than two dozen people, mostly civilians, have been killed in military exchanges over the past two weeks.

    According to an Indian defence spokesperson, in the latest incident on Sunday, two Indian soldiers were killed and two more soldiers and three civilians were injured in the Krishna Ghati sector of Poonch district by Pakistani fire. Lt. Col. Manish Mehta boasted: “Indian troops [are] responding befittingly and have caused heavy damage to Pakistani army posts.”

    An Indian intelligence sources cited by the media declared, “While Pakistan targeted Victor post of the Indian Army, their Copra post caught fire in retaliatory fire by the Indian troops. Pakistan has also suffered some casualties in retaliatory fire. However, their exact number could not be known.”

    The artillery exchange on Sunday took place after a lull of four days. On the previous Sunday, the Indian military said it inflicted “heavy casualties,” destroying four Pakistani army posts in the “Keran sector” of Pakistani-held Kashmir. The “massive fire assault” was supposedly in retaliation for the beheading of an Indian soldier by “terrorist” infiltrators on October 28.

    The ongoing clashes along the LoC highlight the dangerous standoff that has brought the nuclear-armed rivals to the brink of war. The Indian government of Prime Minister Narendra Modi is waging an aggressive military campaign against Pakistan, blaming it for Islamic separatist attacks on an Indian army base in Uri in Jammu and Kashmir on September 18.

    The governments of both India and Pakistan are whipping up reactionary chauvinism and militarism, creating explosive tensions on the subcontinent. Accusations of spying have led to diplomatic expulsions and withdrawals from each other’s capital. The Pakistan Express Tribune reported on November 4 that both countries “may temporarily recall high commissioners.”

    This past summer witnessed yet another people’s uprising in one of the longest running military occupations in modern times: the Indian occupation of Kashmir. The callous indifference to decades-old Indian atrocities against the people of Kashmir, including well-documented incidences of torture, disappearances, ‘encounter killings,’ rapes, and outright massacres, ought to put the international community to shame. This, after all, is a ‘conflict’ – a euphemism for a military occupation – that the UN and international law has clearly adjudicated on many decades ago, but Indian recalcitrance, Pakistani fumbling, and international criminal neglect have let the blood of Kashmiris spill uninterruptedly.

    What started out in June of this year as yet another outbreak of Kashmir outrage regarding the killing of a prominent Kashmiri freedom fighter very quickly became a pretext for the Indian elite to convert the issue of oppression and occupation of Kashmir into ‘cross-border’ terrorism from its arch-rival, Pakistan. It was a convenient diversion from the root of the conflict, the military occupation, to one of Pakistan up to its old tricks, sponsoring jihadi terrorists.

    What enabled the Indian establishment to ratchet up its posture was a militants’ attack on its military occupation base in Kashmir, Uri, on September 18th. Without offering any evidence, blame was placed on Pakistan and for the first time (outside of the context of war) since the partition of the Indian Subcontinent into a Hindu-majority India and a Muslim-majority Pakistan, the Indians publicly declared that they had violated the Line of Control – the unofficial ceasefire line – dividing Pakistani and Indian Kashmir, and had sent special forces and helicopter gunships to attack Pakistani ‘militants’ and soldiers on Sept. 28-29.

    The significance of this raid by the Indian military cannot be underestimated. The near unanimity of the Indian political, military, and media establishment to demonstrate Indian military prowess vis-a-vis Pakistan is particularly disturbing and dangerous. Commentators have pointed out the particular hawkishness of the current rightwing BJP regime in regard to such bellicose posturing, but that is misleading.

    The Role of Washington
    But there is a larger, more dangerous geopolitical chessboard on which all of these developments are unfolding. The Indian establishment has always been frustrated by Pakistani support for groups in Kashmir and beyond. What explains the timing of such flagrant demonstration of potentially catastrophic militarism at this point?


    The answer may lie in the reticence of Washington’s response to such a blatant violation of international law by India. Of course, the US and its special forces’ raids and drone strikes in Pakistan are emblematic of the same phenomenon. But this near unanimous endorsement of India’s raids in Pakistani-held Kashmir, from influential individuals associated both with the Bush Jr. and Obama administrations, indicates that the gloves are off now when it comes to targeting, humiliating, isolating, and potentially dismembering Pakistan.

Indian, Pakistani Troops Exchange Fire in Kashmir

    Reports say both small and heavy arms were used in the exchange of fire along the de facto border. The latest gunfight reported in the Rawalkot region of Pakistan-administrated Kashmir. A new wave of clashes erupted between the two nuclear-armed neighbors after a deadly militant attack on an Indian army camp which New Delhi blames on Islamabad. The Pakistani government has categorically denied its involvement in the attack.
