    In December, if they accept the invitation of the President of France, leaders of 100 countries will descend on Paris to ramp up the global fight against climate change. But in a striking omission, one major name is not on the list: U.S. President Donald Trump. When TIME sat down with President Emmanuel Macron in the Élysée Palace on Nov. 7, he said the U.S. leader would not be among the guests at his Dec. 12 summit, “except if you get this big announcement coming from himself that he has decided to join the club.”

    The “club,” of course, comprises every other country on the planet, now that even Syria has pledged to join the Paris Agreement on climate change, which was negotiated in the French capital in 2015 to drastically rein in carbon emissions and stave off disastrous global warming. Since Trump alone has rejected the agreement and vowed to cancel the U.S.’s climate commitments, much of the responsibility for leading this club has fallen to an erudite young Frenchman who has only just begun his career as an elected politician. Climate change is the most global of all the world’s problems, but it is hardly the only one: there are nuclear threats, far-right nationalism, jihadi terrorism and technological disruption. For all those, too, the French President is eager to discuss what his country can offer. And although he says he’s not seeking to become the leader of the free world, he can sound like he is.“Today, de facto, we are part of the global leadership on climate change,” he says, speaking in his excellent English, a very rare thing for French leaders. “I want us to be part of the global leadership on the economy and on finance, on the digital environment. I think we have a very important leadership to play on multi­lateralism.”

    Six months to the day since Macron swept to power in the most astonishing election in modern France, he welcomed TIME to his office to weigh what his presidency might mean, not only for the 63 million people in France or even for the European Union’s 508 million, but around the world. It is a question worth pondering when the current U.S. President has retreated into “America first” policies, and Europe’s usual de facto leader, German Chancellor Angela Merkel, is struggling to build a coalition after a disappointing election. Britain, meanwhile, is in shambles, muddling through its painful exit from the E.U.

    Edging into the vacuum is Macron, 39, a passionate globalist deeply read in history and philosophy, whose victory formed a counter­narrative to the assumption that, in the shadow of Brexit and Trump, the E.U. would fall to right-wing nationalists. But in a Europe where millions of people were killed in 20th century wars waged by authoritarian strongmen, assuming the leadership of more than one country remains a freighted proposition. “The classical French answer would be to say yes,” he says, when TIME asks him about his ambitions to lead the Continent. “But I think it would be a mistake … I don’t want to be the leader of Europe. I want to be one of the leaders, and this new generation of leaders, totally convinced that our future is a European future.”

    As the remaining signatories to the Iran nuclear deal are preparing to implement their financial initiative within the coming months to save the 2015 nuclear accord following the US unilateral withdrawal, a political party in France casts doubt on the overall efficiency of the mechanism calling on Paris to set up a joint bank with Iran to bypass the US sanctions.

    The spokesman for the Debout La France Damien Lempereur described  the decision by the P4+1 group of countries to set up a ‘special-purpose vehicle’ (SPV) to bypass the US sanctions on Iran as ‘useful’ but said it is largely insufficient to boost France’s exports to countries under sanctions.


    “We propose to create a bank without connection or interaction with the US to finance operations of French companies in Iran but also in all countries under sanctions, especially Russia,” Lempereur told Sputnik.

    According to Lempereur, the bank could be established with France’s support before joining other European states to found a European financial institution dedicated to France’s exports and jobs.

    Earlier, EU foreign policy chief Federica Mogherini said the bloc’s initiative to facilitate payment to/from Iran as part of efforts to save the deal could be in place before November, when the US is to re-impose the second batch of its anti-Iran sanctions.

    By initiating an attack on the Syrian province of Latakia, home to the Russia-operated Khmeimim Air Base, Israel, France and the United States certainly understood they were flirting with disaster. Yet they went ahead with the operation anyways.

    On the pretext that Iran was preparing to deliver a shipment of weapon production systems to Hezbollah in Lebanon, Israeli F-16s, backed by French missile launches in the Mediterranean, destroyed what is alleged to have been a Syrian Army ammunition depot.

    What happened next is already well established: a Russian Il-20 reconnaissance aircraft, which the Israeli fighter jets had reportedly used for cover, was shot down by an S-200 surface-to-air missile system operated by the Syrian Army. Fifteen Russian servicemen perished in the incident, which could have been avoided had Israel provided more than just one-minute warning before the attack. As a result, chaos ensued.

    Whether or not there is any truth to the claim that Iran was preparing to deliver weapon-making systems to Hezbollah in Lebanon is practically a moot point based on flawed logic. Conducting an attack against an ammunition depot in Syria – in the vicinity of Russia’s Khmeimim Air Base – to protect Israel doesn’t make much sense when the consequence of such “protective measures” could have been a conflagration on the scale of World War III. That would have been an unacceptable price to achieve such a limited objective, which could have been better accomplished with the assistance of Russia, as opposed to NATO-member France, for example. In any case, there is a so-called “de-confliction system” in place between Israel and Russia designed to prevent exactly this sort of episode from occurring.

    And then there is the matter of the timing of the French-Israeli incursion. Just hours before Israeli jets pounded the suspect Syrian ammunition storehouse, Putin and Turkish President Recep Erdogan were in Sochi hammering out the details on a plan to reduce civilian casualties as Russian and Syrian forces plan to retake Idlib province, the last remaining terrorist stronghold in the country. The plan envisioned the creation of a demilitarized buffer zone between government and rebel forces, with observatory units to enforce the agreement. In other words, it is designed to prevent exactly what Western observers have been fretting about, and that is unnecessary ‘collateral damage.’

    Russian airspace control means registered missile launches from French frigate in Mediterranean late on Monday, Russian military reported. Russian defence ministry said that Russian airspace controls means have detected several missile launches from French frigate in Mediterranean late on Monday.

    Syrian media reported a missile attack on the coastal city of Latakia Monday evening. Some missiles hit parts of the city, according to local media, many of them were reportedly downed by Syrian air defense systems.

    Russian defence ministry also said that an Il-20 aircraft with 14 people on board disappeared from the radars of aviation control during an attack of four Israeli F-16 aircraft on Syrian targets in the province of Latakia.

    Earlier in the day, Russia and Turkey reached an agreement over a partial demilitarization of the Idlib province, which is the last remaining stronghold of anti-government insurgency and al-Qaeda-linked terror groups in Syria.

    On Monday evening, local media reported a missile attack by an unknown force on Syria’s coastal city of Latakia. A source told Sputnik that there were drones and missiles involved. Another source from Syrian military said that the missile attack on Latakia was made from the sea.

    A RUSSIAN spy plane is feared to have been shot down with 14 people on board, sparking fears of massive retaliations.

    The Russian surveillance plane “disappeared from radar” with reports claiming it was shot down by Syrian forces. Russia‘s Defence Ministry says it lost contact with the IL-20 aircraft near its Hmeimim Airbase in Syria.

    Syrian troops have said they were responding to a barrage of Israeli missiles. Russia’s state news agency reported the military aircraft disappeared over the Mediterranean Syrian port city of Lattakia late on Monday.

    Footage shared by Syrian state TV claims to show Syrian forces firing missiles from Lattakia. It is claiming a “number of missiles” have been shot down by its air defence network. The Syrian Observatory for Human Rights, a UK-based war monitor, said more than 10 people had been injured as huge explosions were heard in the city. “Regime forces and military personnel” are said to be among the wounded.

    A Russian military Il-20 aircraft with 14 service members on board went off the radars during an attack by four Israeli jets on Syria’s Latakia province, the Russian Defense Ministry said.

    Air traffic controllers at the Khmeimim Air Base “lost contact” with the aircraft on Monday evening, during the attack of Israeli F-16 fighters on Latakia, said the MOD. The plane was 35 kilometers off the coast of Syria when it vanished.

    Russian radars also registered the launch of missiles from a French frigate in the Mediterranean on the evening of September 17. 

    Fourteen people were on board the plane at the time of the disappearance. A search and rescue mission is underway. The Ilyushin 20 (IL-20) surveillance turboprop plane is an Electronic Intelligence (ELINT) platform, equipped with a wide range of antennas, infrared and optical sensors. The aircraft’s SLAR (Side-Looking Airborne Radar) and the plane’s satellite link allows the Russian military to monitor Syrian skies in real time.

    An hour-long attack on Latakia began around 10 pm local time, and targeted a power station as well as two facilities belonging to the Syrian military. Syrian officials said the attack was “foreign” and came “from the sea,” but could not initially confirm rumors that Israel was behind it. Seven people were injured in the attack, according to Syrian officials.

    While the Russian military said it recorded four F-16 Israeli jets over Syria at the time of the attack on Latakia, the IDF has refused to comment on the report.

    Despite the fact that Israel rarely acknowledges striking specific targets inside Syria, earlier this month the IDF admitted to hitting at least 202 “Iranian targets” in the country. Overall, Israel has launched 792 bombs and missiles at Syria since 2017, arguing the strikes were necessary to prevent Iran from setting up bases in the country in order to stage attacks against the Jewish state.

    As Israel continues to claim the right to intrude into Syria, despite repeated condemnations from Damascus, France had said that it will join the US-led campaign to strike Syria again if there are reports of chemical weapons use.

    Over the last few weeks, Moscow has been beating drums about the false-flag chemical attack that is being prepared by the notorious White Helmets and jihadists in Idlib province in order to frame government forces. Such a provocation, the Russian military argues, will be used to trigger a US-led attack against Damascus.

    The attack on Latakia came just hours after Russia and Turkey negotiated a partial demilitarization of the Idlib province, which is the last remaining stronghold of anti-government militants, including the Al-Qaeda affiliate Hayat Tahrir al-Sham (also known as the Jabhat Al-Nusra).

    update 3: In a breaking report CNN has cited Pentagon officials who say the missing Russian aircraft with 14 service members on board, now subject of a Russian search-and-rescue operation, was accidentally shot down by Syrian missile defense.

    Pentagon sources say further that Israel was responsible for the nighttime attack, which reportedly involved strikes by air and possibly by sea from the Mediterranean. Israel has yet to issue comment. But Russia says its radar picked up a French warship firing in the area just before the Russian patrol aircraft went down. According to CNN:

    A Russian maritime patrol aircraft with multiple personnel on board was inadvertently shot down by Syrian regime anti-aircraft artillery on Monday after the Syrians came under attack by Israeli missiles, according to a US official with knowledge of the incident.

    The US official said the regime was actually trying to stop a barrage of Israeli missiles
    . A second official confirmed that Israel was responsible for the missile strikes on the Syrian regime.


    The Pentagon sources cite a radio broadcast in making the claim of an accidental shootdown, however it’s not clear if their assessment is based on intelligence. The CNN report continues:

    The US found out about the incident because Syrian forces broadcast an emergency search and rescue radio call on an international frequency. The US then got a direct message from another country about the type of aircraft and circumstances of the incident. The official would not identify that country, but it is likely that Russia is the only nation that would know exactly what type of aircraft was shot down.

    The Pentagon formally denied any US role in the attack soon after it was first reported. This is sure to evoke a new round of dangerous and fierce US-Russia controversy over Syria as already there are accusations and counter-accusations amidst the breaking reports.

    Russian airspace control systems have registered missile launches from a French frigate in the Mediterranean on Monday, the Russian Defense Ministry reported.

    The French Navy’s newest frigate, FS Auvergne, fired rockets around 8pm GMT Monday, the Russian military said. “Airspace control has recorded rocket launches from the French frigate Auvergne,” the ministry’s statement read. The Auvergne is deployed in the Mediterranean Sea, off the coast of Syria.

    Auvergne is a ‘European multi-purpose frigate’ (FREMM) which entered the service of the French Navy in February this year. Prior to its official commissioning, the Aquitaine class warship witnessed deployment across the globe, including the Mediterranean Sea, the Indian Ocean, the Persian Gulf, the South China Sea and the Pacific Ocean.

    The launch was detected around the same time as air traffic controllers at the Khmeimim Air Base “lost contact” with a military Il-20 aircraft during an attack of Israeli F-16 fighters on Latakia. Fourteen people were on board the plane at the time of the disappearance. A search and rescue mission is underway.

    The IDF has refused to comment on the report. Despite the fact that Israel rarely acknowledges striking specific targets inside Syria, earlier this month the IDF admitted to hitting at least 202 “Iranian targets” in the country.

    As tensions over Idlib rise, Turkey and Russia on Monday agreed to establish a “demilitarized zone” between militants and government troops as part of an effort to clear the remaining jihadists from Syria.

    Update: Trump’s national security advisor John Bolton indicated during a speech on Monday that the United States, Britain, and France have agreed that another use of chemical weapons by Syria would be taken “very seriously” and will require a much “stronger” and harsher response.

    His remarks came during what’s being described as his first major speech since joining the Trump administration at an event hosted by the conservative Federalist Society at a Washington, D.C., hotel.

    Meanwhile Turkey has also weighed in regarding the ongoing Russian and Syrian allied assault on Al Qaeda-held Idlib, which began days ago when Russia initiated a bombing campaign ahead of an imminent and massive Syrian Army ground offensive.

    Turkey’s defense minister has called for all air and ground attacks on Idlib to stop immediately, calling for an urgent ceasefire to be established, according to Turkish state media.

    Bolton’s warning of a “third chemical attack” today comes on the heels of a Sunday Wall Street Journal story citing unnamed U.S. officials who claim to have intelligence showing Assad “approved the use of chlorine gas in an offensive against the country’s last major rebel stronghold.”

    It appears the Trump White House is now signalling that an American attack on Syrian government forces and locations is all but inevitable.

    But this time the stakes are higher as
     Russia has built up an unprecedented number of warships in the Mediterranean Sea along the Syrian coast in response to prior reports that the U.S., France, and Great Britain could be preparing an attack.

    Germany may join possible airstrikes on Syrian government forces by western nations in the event chemical weapons are used by Damascus, according to local media.

    The German Defense Ministry has been mulling over joining possible airstrikes by the United States, the United Kingdom and France against Syrian government forces, Bild reported. The ministry is considering this option in the event of a possible use of chemical weapons in Syria, which they presume will be carried out by Syrian government troops, the outlet said.

    Earlier in the day, French Minister for the Armed Forces Florence Parly said that if chemical attacks are carried out in Syria,a response will follow, including those from France.

    US Department of State spokesperson Heather Nauert also said in a press briefing that the United States and its international partners would respond swiftly to any verified chemical weapons use in Syria.
