    EMMANUEL Macron has challenged EU leaders including Angela Merkel to sort out reform of the bloc within a year.

    The French President set out his own blueprint for a more tightly integrated union last month, calling for a string of changes including a shared budget and joint defence force. And he warned yesterday that member states only had one year before the 2019 European Parliament elections to sort out reforms. Mr Macron set the deadline during a speech at Goethe University in Frankfurt before a later public appearance with Mrs Merkel.

    He told the audience in Germany: “I believe that, if you have a vision, you shouldn’t go to the doctor but you should open a debate. “I think we need to start the debate, we have a year to clarify and draw up a common roadmap.”

    The president said he wanted to meet Mrs Merkel more often so the pair could thrash out the EU’s future. He asked: “If we are ready for common policies on security, digital infrastructure, energy, migration, the fight against terrorism, then who can explain to me why we can’t have a common eurozone budget?”

    A LEADING German MEP has rejected Emmanuel Macron’s Eurozone budget plan and said it would further split the European Union (EU).

    Reinhard Bütikofer, spokesman for the German Green Party in the EU, said the French president’s plans ostracise member states who do not use the Euro. Last month Mr Macron proposed a shared budget for the 19 eurozone countries as well as a finance minister, budget and parliament for the currency.

    The French leader had been seen as the man to bring France and Germany closer together during at time of instability in the EU due to Brexit. However, German officials have said they are still waiting for concrete ideas from Paris about strengthening the union and they are losing patience with Emmanuel Macron, whose approval ratings have plummeted at home and across the EU.

    Mr Bütikofer is the latest to speak out against the Frenchman’s proposals, saying he agreed the EU needs a larger budget but said it should not be limited to the eurozone. He said EU countries outside the eurozone need to contribute to ensure bloc-wide benefits. The German MEP, who specialises in defence and foreign affairs, today, said: “We do not want Macron’s Eurozone budget.

    EUROPEAN Union member states will increasingly break from Brussels if the institution continues to pursue Emmanuel Macron’s federalist dreams, historian Niall Ferguson claimed.

    Mr Ferguson said EU states will seek alternative arrangement because of Brussels’ power-grasping aspirations. Speaking on the BBC This Week, the historian said: “The more Europe looks like Mr Macron’s United States of Europe, the more plausible it becomes to say ‘well, we don’t really need to be in this relatively strong unitary nation.’

    “In states like Spain, we can go from the autonomy that they have in Catalonia to independence. I think there’s a relationship between European integration and the encouragement of small states. We saw that in Scotland.

    “Frequently the Scottish nationalists would argue that they could have independence in this new context that has been created by the European Union.”

    In a major policy speech, French President Emmanuel Macron said Britain’s decision to leave the EU “shouldn’t take up all our energy” and advocated further reform of the European project. Mr Macron made the speech as a slew of recent polls showed his approval ratings have slumped to worryingly low levels, with the Europhile leader holding the support of less than one-third of French voters.

    In his speech he advocated a strengthening of the economic and monetary union for a core group of member states, like France and Germany – something critics fear will lead to a “two-speed” Europe.

    In an interview with RUSI, Daniel Keohane, Senior Researcher at the Centre for Security Studies at ETH Zurich, looks at French President Emmanuel Macron’s vision for a reformed EU.

    : French President Emmanuel Macron last week gave his ‘Initiative for Europe’ speech that was hailed by some as ‘courageous’ for setting out a vision for the continent. What struck you most about this speech?
    Daniel Keohane: One has to bear in mind the context here. It’s not a secret that the past decade has been very difficult for the EU; the mixture of the economic crises, the new security challenges, Brexit and many other developments have made it a very difficult decade.


    And that’s why Macron’s speech sounds quite refreshing, even if some of the ideas he highlighted may be rather old; he is a leader of a major founding state of the EU and his passion and commitment should not be dismissed, for the tone of the debate also matters.

    We are all familiar with the ‘Blame Brussels Syndrome’, with which most of our politicians are afflicted. So it was quite striking for me when the French president kept reminding us what we had forgotten: that we are ‘Brussels’, that there has been a tendency in many European capitals to see the EU as foreign policy, when in fact, as Macron is suggesting, we should see it as our policy, that the EU belongs to us.

    RUSI
    : Macron’s vision for European security sees structures that do not come at the expense of NATO. Are his proposed European Defence Fund and the Permanent Structured Cooperation new ideas, or is it akin to pouring old wine into new bottles?
    DK: To some degree, this amounts to old wine in new bottles, but these are fancy new bottles, partly because of Macron’s own personality, but also because of the convergence of a number of factors. Macron is seizing the moment here, between Brexit and the election of US President Donald Trump.


    Having said that, I find the mention of the European Defence Fund more interesting than the revival of the discussion about Permanent Structured Cooperation simply because, until very recently, the idea of the EU Commission spending any money on military research or helping member states to decide on questions of defence procurement was taboo.

    We are all familiar with the ‘Blame Brussels Syndrome’, with which most of our politicians are afflicted. So it was quite striking for me when the French president kept reminding us what we had forgotten: that we are ‘Brussels’

    The new effort is meant to supplement national spending, and that is useful, both for the EU but also for NATO, to which most of the EU countries also belong. Of course, we should not get too excited; the sums involved are very small in comparison to the aggregate figure of funds spent by EU member states on defence. Still, the idea is a good one: using some EU money to develop military capabilities through research.

    FRENCH President Emmanuel Macron has abused Angela Merkel’s underwhelming election result by pushing for France to lead a European Empire, a Paris-based journalist has claimed.

    Speaking to France 24, journalist Chris Dickey said that Mr Macron is the new EU leader as he replaces Germany’s Angela Merkel, following her shock election result last month.

    Greeted by laughter from the panel, Mr Dickey, a Foreign Editor at The Daily Beast, said: “We’re sitting here searching for a word as we’re having this conversation for what the role would be for what he would assume, and the word that keeps coming to my mind is emperor. “He’s clearly looking to do this not by conquest but through the conquest of ideas – by building up the economy of France, by stabilising it so it is not seen as a burden by the Germans, but more as an equal. “But by coming forth with these visionary ideas, when in fact you have this sense of Germany kind of in an intellectual mire.” 

    Mr Dickey referenced The Economist’s cover featuring Macron in the spotlight and Merkel slumped in the shadows on the stage. Mr Dickey said: “When The Economist is doing that, as conservative as it is, and not terribly pro-French, historically it’s pretty striking.” 

    France 24 journalist Douglas Herbert also said: “There is a vacancy free right now to assume that intellectual pulpit in the leadership pulpit in Europe, and as a leader, he might be the prime candidate for that.”

    In a keynote speech at the Sorbonne University in Paris, President Macron revealed his plan for a more integrated union, which is a role that Germany has maintained for years. His plans include shared eurozone budget alongside closer links between European voters and their institutions.

    President Macron also called for a shared border police, a joint defence force and budget, plus a Europe-wide carbon tax.

    THE LEADER of Germany’s Free Democrats (FDP) has warmly embraced Emmanuel Macron’s vision for the European Union as he hailed the French President as a “godsend”.

    Adapting a far more conciliatory tone than during the German election campaign, Christian Lindner echoed the language Mr Macron used when he set out his vision for Europe last week. In the French President’s big address at Sorbonne University in Paris he announced sweeping reforms of the EU including closer cooperation on defence, immigration, energy and digital economy. The 39-year-old also renewed his demands for a shared eurozone budget, which pro-business FDP has been hostile about throughout its election campaign. 

    But when asked about the topic, Mr Lindner told newspaper Bid am Sonntag: “We should not focus on red lines, but rather on common horizons.” In a marked shift of tone, he said: “Macron is a godsend. More cooperation in crime fighting, the military, asylum, energy and digital is within reach.”

    German Chancellor Angela Merkel’s Christian Democratic Union (CDU) is expected to enter talks with the FDP and the Greens in the coming weeks with the aim of forming a new three-way coalition government after a poor election performance.

    German Chancellor Angela Merkel and French President Emmanuel Macron have agreed an “intense” partnership to drive the European Union (EU) towards deeper integration after Brexit.

    Mrs. Merkel praised the young French premier’s ambitious vision for the bloc after he called for the EU to work more closely on defence and migration and for a eurozone budget. “Last night’s discussions showed there’s a common realisation of a need for a leap forward in Europe,” Mr. Macron told reporters from Reuters on Friday after an EU summit dinner in the Estonian capital Tallinn. “Today we’re all convinced Europe must move ahead faster and stronger, for more sovereignty, more unity, and more democracy,” he added.

    Mrs. Merkel told reporters before the meeting with Mr. Macron that his ideas could be the basis for “intense” Franco-German cooperation. She said: “As far as the proposals were concerned, there was a high level of agreement between German and France. “We must still discuss the details, but I am of the firm conviction that Europe can’t just stay still but must continue to develop.”

    In a wide-ranging speech earlier this week, Mr. Macron called on Germany to work with France to reform Europe, and drive it towards a federal superstate. He urged European leaders to put a vision for the EU above their national interests, saying in his address that he had “no red lines, only horizons”.

    GERMAN Chancellor Angela Merkel praised French President Emmanuel Macron’s ambitions for the European Union and said his ideas could be the foundation for “intense” Franco-German cooperation on the future of Europe.

    Meeting before a summit dinner of EU leaders in Estonia, Mrs Merkel and the recently elected Mr Macron are keen for the bloc’s founders to drive it forward in the wake of Brexit, though the losses she suffered in winning a fourth term on Sunday mean Europe’s leading politician faces uncertain support at home.

    On Tuesday, Mr Macron outlined bold proposals for a European renewal, calling for the European Union to work more closely on defence and migration and for a euro zone budget. He urged his peers to put European vision above national interests, saying in his address that he had “no red lines, only horizons”.

    However, he faced a cautious hearing when he expounded his ideas to fellow EU leaders over dinner in Tallinn. Lithuania’s no-nonsense President Dalia Grybauskaite tweeted while the discussion were ongoing: “European horizons drawn. “Important to avoid mirages in the desert on the way.”

    The informal get-together was arranged on the fly before a “digital summit” on issues ranging from data and cybersecurity to raising more tax from online firms. It had no set agenda and could range widely, even allowing for Prime Minister Theresa May to pitch her ideas on Britain’s looming exit from the European Union. But diplomats said its focus will be on the fizz of new initiatives, notably from Mr Macron.

    French president Emmanuel Macron will start his campaign to convince fellow EU leaders to support his EU reform propoosals on Thursday (28 September).


    At an informal dinner in Tallinn, Estonia, Macron will explain to his colleagues how he wants his ideas, laid out in a speech on Tuesday, to become the basis for a roadmap that would be elaborated before next summer.

    On Tuesday, he said that he wanted to create “in the coming weeks” a so-called “group for the rebuilding of Europe”, with representatives from all interested member states and from EU institutions.

    Before the Tallinn dinner, which was organised ahead of an EU digital summit on Friday, Macron will meet German chancellor Angela Merkel, whose support will be necessary if his initiative is to take off.

    On Wednesday, Merkel’s spokesman said that she welcomed Macron’s proposals “with an open mind”, but that it was “too early for a detailed assessment”. “The chancellor welcomes the fact that the French president spoke with so much verve, with so much European passion, and that he presented a lot of substance for the upcoming and essential debate about the future of Europe,” Steffen Seibert said.

    Macron’s ideas did not come as a surprise to the chancellor, who had spoken twice with the French leader ahead of his speech on Tuesday. On Monday, she signalled that she would “not rule out anything or set red lines,” and that her christian-democrat CDU/CSU party would “support what makes sense”.

    France is seeking to return to the Middle East and build bridges with Iran, French expert Milad Jokar told Sputnik, adding that the US risks isolating itself given its assertive stance toward Tehran and threats to withdraw from the Iran nuclear deal.

    Speaking to reporters Wednesday, French President Emmanuel Macron remarked that the Iran nuclear deal was “not enough” in light of Tehran’s growing influence in the region and its missile program.

    Does it mean Paris is leaning toward Washington and Tel Aviv who are seeking to isolate Iran? Quite the contrary, Milad Jokar, an expert on Iranian affairs and fellow at the Institute for European Prospective and Security (IPSE), told Sputnik France.

    “France has not changed its position… Paris still wants to stay within the framework of existing agreements,” Jokar underscored, referring to the Iran nuclear accords adopted by the P5+1 (China, France, Germany, Russia, the United Kingdom, and the United States), the European Union (EU), and Iran in October 2015.

    According to the scholar, it is the US who risks being sidelined in case it withdraws from the nuclear deal also known as the Joint Comprehensive Plan of Action (JCPOA).

    “Today the ‘nuclear deal’ has the status of ‘UN agreements’,” Jokar pointed out. “If anyone is in isolation [over the deal], it’s [US President Donald] Trump.”

    While addressing the 72nd Regular Session of the UN General Assembly on Tuesday Trump lambasted the P5+1 nuclear agreement as “an embarrassment to the United States”and reiterated that the deal was “the worst and most one-sided transaction the United States has ever entered into.”

    Previously, the US president had repeatedly dropped the hint that Washington could unilaterally exit the agreement. Jokar surmised that Trump is trying to manipulate Tehran into making a mistake. However, the Iranian leadership is too smart to fall into his trap.

    The scholar explained that for his part, Macron is proposing a new approach to Mideast affairs: the region needs to be stabilized through close collaboration of all parties concerned, most notably, Tehran.

    “Excluding Iran [from the process] means abandoning the hope that bridges will be built between various states,” Jokar emphasized, adding that the Middle East remains of ultimate importance to Europe given existing trade links with the region, migration and security issues.

    He highlighted that France’s vision differs from that of the United States: Paris is returning to the Middle Eastern region and investing millions in Iran. “Macron has much in common with Mohammad-Javad Zarif, who says that in the global world, security for some cannot be built at the expense of security for the others,” he noted.
