    GERMAN Chancellor Angela Merkel and French President Emmanuel Macron agreed to create a “real” budget for the eurozone – but left the details to be worked out by other members of the monetary union.

    Leaders of the Franco-German motor of the European Union met on Tuesday in Meseberg, outside Berlin, to lay out their plan to revive the financial situation of the bloc. The pair produced an eight-page declaration titled ‘Renewing Europe’s promises of security and prosperity’. Both leaders hailed their agreement a “new chapter” for the currency union, and spoke enthusiastically of the deal.

    Mr Macron, who has been pushing since the re-appointment of Mrs Merkel to lay out his vision of a new, “rebuilt” EU, said: “It will be a real budget, with annual revenues and spending. “This is a political commitment we make together which will require technical work at the ministerial level by the end of the year, and then indispensable treaty change the year after.”

    And Mrs Merkel said: “We are opening a new chapter. “We know that an economic and monetary union can only remain intact if economic policies converge.” The German Chancellor said this new budget would be used to strengthen economic convergence within the eurozone.

    German Chancellor Angela Merkel on Tuesday hosts French President Emmanuel Macron for joint cabinet talks on EU reform, especially the flashpoint issue of immigration that divides the bloc and heaps domestic pressure on Merkel.

    A defiant Interior Minister Horst Seehofer warned that he would give Merkel a fortnight to find a European deal to curb new arrivals by a June 28-29 EU summit, failing which he vowed to order border police to turn back migrants.

    Merkel immediately rejected the threat, saying there would be “no automatism” if no European deal was found, and warned Seehofer and his Bavarian CSU party that she is ultimately in charge of government policy.

    Wading into the crisis, Trump tweeted: “The people of Germany are turning against their leadership as migration is rocking the already tenuous Berlin coalition. “We don’t want what is happening with immigration in Europe to happen with us!”

    The sharp escalation of tensions between Merkel and her long-time Bavarian allies came with EU nations once again at loggerheads over immigration, triggered by Italy’s refusal this month to allow a rescue ship carrying 630 migrants to dock. Arriving for talks with Merkel on Monday evening, Italian Prime Minister Giuseppe Conte stressed that his country cannot be left alone to deal with the influx.

    “Italian borders are European borders. We must act together on several fronts rather than accept divisions in Europe on responsibility and solidarity,” he warned.

    Merkel therefore needs to balance Seehofer’s demands to turn away migrants who have been registered in another EU country — often Italy or  Greece as their first port of call — with the frontline nations’ call for solidarity.

    BERLIN — The leaders of Germany and France agreed Tuesday to create a Eurozone budget they hope will boost investment and provide a safety mechanism for the 19 nations using the euro currency, and also to seek a European solution to migration issues.

    The announcement from German Chancellor Angela Merkel and French President Emmanuel Macron came after a meeting in Berlin to coordinate the two major powers’ positions on the future of the European Union ahead of next week’s EU summit.

    Though Merkel had been lukewarm on Macron’s idea of a European budget, in a declaration adopted by both leaders following the meeting they said they had agreed upon a proposal to establish one aimed at “competitiveness and convergence.” “It could finance new investments and come in substitution of national spending,” they said.

    Merkel said the two also agreed to enhance the effectiveness of the European Stability Mechanism, or ESM, which was established in 2012 to provide eurozone nations access to financial assistance in the event of crisis.

    Paris and Berlin are very close to an agreement on eurozone reform after months of divisions, French Finance Minister Bruno Le Maire has said. “An agreement is close at hand,” Le Maire said on Twitter late Saturday after final negotiations on the subject with this German counterpart in the northern German city of Hamburg.

    The minister added that he hoped an agreement could be finalised on Tuesday, when German Chancellor Angela Merkel and French President Emmanuel Macron are scheduled to meet near Berlin. Paris and Berlin are racing to bridge the gap between Macron’s vision of grand European Union reforms and Chancellor Angela Merkel’s more prudent approach by a crunch eurozone summit on June 29.

    “There are two or three remaining issues” to sort out, a European source close to the negotiations told AFP. “But these are clearly defined and limited.” The source added that “real progress had been made on the sensitive issues that remained to be decided, especially regarding the eurozone budget.”

    Germany and other northern European states have baulked at Macron’s calls to give the eurozone its own big budget, fearing the more fiscally prudent north will have to pick up the tab for overspending by the more profligate 
    south.

    Earlier this month, Merkel made some concessions, agreeing to support Macron’s call for an investment fund to help poorer European countries catch up in the areas of science, technology and innovation.

    FRANCE and Germany have failed to agree planned Eurozone reforms which Paris and Berlin are planning to unveil at the June European Union summit, sparking huge concerns.

    Finance ministers from both countries said progress is still being made after a weekend meeting. Emmanuel Macron and his German counterpart Angela Merkel have promised to present a joint reform proposal to their fellow EU leaders at the June 28-29 summit but differences in thinking threaten to derail the process.

    The French President has been desperately trying to recruit the German Chancellor as he seeks support for his proposed reforms – a separate Eurozone budget, a Europe-wide finance minister and a new bailout fund – as he hopes to replicate the International Monetary Fund and create a European Monetary Fund.

    Iran’s President Hassan Rouhani spoke with French President Emmanuel Macron by phone on Tuesday, expressing his pleasure at Europe’s continued support of the nuclear agreement despite U.S. withdrawal.

    “Rouhani expressed delight with the stance adopted so far by European countries including France to preserve the JCPOA [Joint Comprehensive Plan of Action],” the Iranian state news agency IRNA reported.

    At the same time, the Iranian leader told Macron that statements European support “should be combined with actions and tangible measures.” Rouhani said he hopes the efforts to preserve the treaty by France, the United Kingdom, Germany, China and Russia—all signatories of the agreement—will be successful.

    Macron responded to Rouhani by saying that he “hoped that Iran, for its part, will fulfill its obligations without any ambiguity,” Reuters reported. The French president also updated his Iranian counterpart on “the progress in the work being done” from Europe’s side.

    President Donald Trump backed out of the 2015 agreement, considered a landmark foreign policy achievement of his predecessor, Barack Obama, on May 8. Long an opponent of the Iran nuclear accord, Trump had criticized the pact as “the worst deal ever.”

    PARIS/LONDON (Reuters) – Iranian President Hassan Rouhani warned world powers on Tuesday that it was impossible for Tehran to stay in the nuclear deal if it cannot benefit from the accord after the U.S. withdrawal.

    In a call with French President Emmanuel Macron, Rouhani said he was satisfied with Europe’s stance, especially French efforts to salvage the 2015 deal, but that “such statements should be combined with actions and tangible measures”.

    “If Iran cannot benefit from the (nuclear) deal, then it’s practically impossible to stay in the accord,” Rouhani was quoted by state news agency IRNA as saying in a phone call with the French president. The pact between Iran and world powers lifted international sanctions on Tehran. In return, Iran scaled back its nuclear activities, increasing the time it would need to produce an atom bomb if it chose to do so, a goal it denies having.

    Since President Donald Trump withdrew the United States in May, calling the accord flawed, European signatories – France, Britain and Germany – have been scrambling to ensure Iran retains enough economic benefits to persuade it not to pull out.

    Macron’s office said he had told Rouhani in the same telephone call that France remained committed to the nuclear deal but Tehran needed to fully comply with its commitments. “The President of the Republic recalled the will of France, Britain, Germany, Russia and China, to continue to implement the Vienna agreement in all its dimensions,” Macron’s office said.

    “The president informed President Rouhani of the progress in the work being done on our side. He hoped that Iran, for its part, will fulfill its obligations without any ambiguity.” Macron’s office confirmed a previously agreed ministerial meeting between all the remaining signatories of the deal, the European powers, China and Russia, would be held in the coming weeks in Vienna. French diplomatic sources said the meeting was likely to take place during the week of June 25.

    PARIS (Reuters) – French President Emmanuel Macron told his Iranian counterpart Hassan Rouhani on Tuesday that he remained committed to the nuclear deal with world powers, but that Tehran needed to fully comply with its commitments.

    “The President of the Republic recalled the will of France, the Britain, Germany, Russia and China, to continue to implement the Vienna agreement in all its dimensions,” Macron’s office said in a statement after the two leaders spoke by telephone.

    “The president informed President Rouhani of the progress in the work being done on our side. He hoped that Iran, for its part, will fulfill its obligations without any ambiguity.”

    Macron confirmed a ministerial meeting would be held in the coming weeks in Vienna. French diplomatic sources said the meeting was likely to take place during the week of June 25.

    France and Germany have scolded President Trump for making a sudden U-turn after he rejected the key document of the G7 summit, jointly adopted just a day earlier. Trump’s move came after clashing with Canadian PM on trade.

    Upon leaving the summit in Charlevoix, Canada, the US president had publicly lashed out at Canada’s prime minister Justin Trudeau on Twitter. Trump called him “meek” and “mild” during the G7 talks, and said he asked Congress not to endorse the joint final communiqué adopted on the meeting.

    Trump’s outburst quickly raised eyebrows in Europe. “In a matter of seconds, you can destroy trust with 280 twitter characters,” German foreign minister Heiko Maas said on Sunday. He added that Trump behavior is “not a real surprise”, given his previous decisions to back out of the 2015 Iran nuclear deal and the 2015 Paris climate accord.

    France were also disappointed with the US leader’s rejection of the G7 joint communiqué. “International cooperation cannot be dictated by fits of anger and throwaway remarks,” the office of the French president Emmanuel Macron told AFP in a statement on Sunday. It added that recanting the endorsement of the main document adopted by all G7 members showed “incoherence and inconsistency”.
