Fate of Iran Nuclear Deal Lies With EU, Russia, China – Analysts

  • This effort to save the Iran nuclear deal, does not make sense. Even the deal itself does not make sense. There are NO EVIDENCE Iran has a nuclear weapons program before the deal was signed. And they have publicly many times stated they do not want nuclear weapons because it is against their religious beliefs.
  • Iran is of NO THREAT to: USA, Israel, Europe, China or Russia. These are all countries with hundreds, thousands, 10,000s nuclear bombs. Iran has ZERO nuclear bombs.

    The fate of the Joint Comprehensive Plan of Action (JCPOA), commonly known as the Iran nuclear deal, now depends on the European Union, Russia and China, as Iran will refrain from negotiating with the United States, while the latter seeks a change of government in Tehran, experts told Sputnik on Monday.

    Earlier in the day, newly appointed US State Secretary Mike Pompeo delivered the key points of the US policy on Iran in his first major foreign affairs speech, titled “After the Deal: A New Iran Strategy.” The official said that the United States is not willing to renegotiate the Iran nuclear agreement, but would be open to preparing a new deal.

    Pompeo reiterated that Washington will re-impose all sanctions on Tehran and enact an unprecedented package of new penalties until Iran stops backing militant groups throughout the Middle East. The state secretary noted that every country has to take part in the United States’ sanctions campaign against Iran.

    Effectiveness of US Measures Depends on Actions of E3+2
    The US demands, expressed by Pompeo, included a call on Iran to stop backing militant groups such as Hezbollah and Hamas in Gaza, the Islamic Jihad in Palestinian territories and Houthi rebels in Yemen.


    Among other demands, Pompeo said that Iran must stop developing ballistic missiles, release the US citizens, who are being held in Iranian prisons and called for a ban on a heavy-water reactor, which would prevent Iran from developing nuclear energy.

    BEIRUT/BERLIN (Reuters) – Iran poured scorn on threatened U.S. sanctions on Tuesday and told European powers to step up and salvage its international nuclear deal – though Germany signaled there was only so much it could do to fend off Washington’s economic clout.

    Senior Iranian military and political figures queued up to issue defiant statements a day after Washington threatened “the strongest sanctions in history” if Iran failed to make a series of sweeping changes.

    Two weeks on from U.S. President Donald Trump’s decision to pull out of the nuclear pact, his administration told Iran to drop its nuclear program and pull out of the Syrian civil war among other demands, setting Washington and Tehran further on a course of confrontation.

    “The people of Iran should stand united in the face of this and they will deliver a strong punch to the mouth of the American Secretary of State and anyone who backs them,” Ismail Kowsari, a senior commander with Iran’s Revolutionary Guards said, according to the Iranian Labour News Agency.

    US Secretary of State Mike Pompeo’s promise to slap the “strongest sanctions in history” on Tehran after Washington’s withdrawal from the Iran nuclear deal has prompted an outcry from European officials.

    The EU’s foreign policy Chief Federica Mogherini, commenting on the possible unprecedented sanctions against Iran pledged by US Secretary of State Mike Pompeo, has warned that there is “no alternative” to the Joint Comprehensive Plan of Action, also known as the Iran nuclear deal.

    “Secretary Pompeo’s speech has not demonstrated how walking away from the JCPOA has made or will make the region safer from the threat of nuclear proliferation or how it puts us in a better position to influence Iran’s conduct in areas outside the scope of JCPOA,” Mogherini stressed.

    She recalled that the Iran nuclear deal is “the result of more than a decade of complex and delicate negotiations”, touting the JCPOA as “the best possible outcome, striking the right balance.”

    “This deal belongs to the international community, having been endorsed by the United Nations Security Council. The international community expects all sides to keep the commitments they made more than two years ago,” Mogherini pointed out.

    She also underscored Iran’s adherence to the JCPOA, reiterating that the International Atomic Energy Agency confirmed ten times that Iran had delivered on “all its nuclear related commitments” in line with the deal.

    UK: ‘Prospect of a New Jumbo Treaty’
    According to the Chinese Foreign Ministry, UK Foreign Secretary Boris Johnson said during a meeting with his Chinese counterpart on the sidelines of the G20 foreign ministers’ summit in Argentina that the exit from the Iran nuclear deal would be a catastrophe.


    While Johnson was quoted by Beijing as saying that the “sides should make efforts in order to let the deal live, the Chinese forein minister emphasized his country’s firm stance on the issue and affirmed readiness to work with all interested parties.

    Just hours before Pompeo’s speech on Iran, British Foreign Secretary Boris Johnson declared that Washington’s plan to tighten the screws against the Islamic Republic won’t work.

    “If you try now to fold all those issues — the ballistic missiles, Iran’s misbehavior, Iran’s disruptive activity in the region and the nuclear question — if you try to fold all those into a giant negotiation, I don’t see that being very easy to achieve, in anything like a reasonable timetable,” Johnson said. He warned that after Washington’s exit from the Iran nuclear deal, “the prospect of a new jumbo Iran treaty is going to be very, very difficult.” At the same time, he noted he is “not totally pessimistic about the situation.”

    “In the end, there is a deal to be done that gives Iran a greater economic access to the West, but also constrains it. […] I think in the end, we will get back to the kind of additions to the JCPOA that we initially envisaged, but it may take a long time,” Johnson underlined.

    European officials will work with Iran and its allies to maintain as many aspects of the Iran nuclear deal as possible, even without the support of the U.S., a top European Union official said following a meeting with Iranian officials over the weekend.


    “We have to preserve this agreement so we don’t have to negotiate a new agreement,” Miguel Arias Cañete, the European Union commissioner for climate action and energy, told journalists after holding several days of meetings with officials in Iran. “Our message is very clear: This is a nuclear agreement that works.”

    On May 8, President Donald Trump decided to end the U.S.’s participation in the Iran nuclear deal, which was signed in 2015 by the administration of former President Barack Obama. Many European officials have since said that the European Union was prepared to uphold its end of the deal despite Trump’s decision to abandon it.

    Nevertheless, the U.S. has said it plans to impose secondary sanctions on any European companies or banks that continue to do business with Iran. To many companies, the prospect of losing all access to U.S. markets is a daunting one. The French energy giant Total announced last week that it would pull out of a gas deal it signed with Iran and begin winding down its current operations in the country if it did not receive a waiver from the U.S. allowing it to go ahead with the projects. Total had planned to invest at least $1 billion in Iran’s South Pars gas field.

    Russian President Vladimir Putin and French President Emmanuel Macron will hold direct talks on Iran on Thursday in St Petersburg. Macron is set for a two-day visit in Russia to attend an economic forum in Russia, which will also be attended by Japanese Prime Minister Shinzo Abe.

    The pre-planned visit has gained some urgency after the US unilaterally withdrew from the nuclear deal with Iran, to which both Russia and France are signatories and want to maintain.

    Macron will be taking to Russia the concerns of France’s European allies – led by Germany and the UK – as the remaining signatories seek to salvage the nuclear agreement. The EU’s foreign policy chief had warned on Monday there was “no alternative” to the Iran nuclear deal, after US Secretary of State Mike Pompeo vowed unprecedented sanctions against Tehran following Washington’s withdrawal from the pact.

    Pompeo – a longtime Iran hawk and fierce opponent of the 2015 agreement – earlier Monday outlined an aggressive series of “painful” measures designed to hurt Tehran, in his first key address since moving to the State Department from the CIA in April.

    “Secretary Pompeo’s speech has not demonstrated how walking away from the JCPOA (nuclear deal) has made or will make the region safer from the threat of nuclear proliferation or how it puts us in a better position to influence Iran’s conduct in areas outside the scope of JCPOA,” the European Union’s foreign policy chief Federica Mogherini said in a statement.     US President Donald Trump sparked international outcry earlier this month, when he announced his country would pull out of the landmark accord struck in July 2015 between Tehran and major world powers.

    French President Emmanuel Macron’s trip to Russia this week once threatened to split France from its European allies. Now it’s part of a wider European effort to tie President Vladimir Putin to the Iran nuclear accord.

    Macron will hold direct talks with Putin Thursday about Iran, Syria, and Ukraine, and on Friday he attends the St. Petersburg Economic Forum, the Russian leader’s annual investment showcase.

    It’s a less controversial trip than it looked in March, when the U.K. accused the Kremlin of organizing a nerve-gas attack against a former Russian double agent in southern England.

    Since then concerns about the alleged Russian assassination attempt have been overtaken by the U.S. decision to quit the Iran deal. France and its European allies need Russia’s help to salvage the agreement and German Chancellor Angela Merkel held talks with Putin in Sochi, Russia, last week. On Monday Secretary of State Mike Pompeo set out a list of demands that Iran dismissed out of hand and warned European companies to expect no concessions from the newly reinstated sanctions regime.

    “The context for the trip has changed,” said Tatiana Kastoueva-Jean, head of the Russia center at the French Institute for Foreign Relations. “The Iran accord provides an opening to Russia now that France suddenly finds itself on the same side as Russia and Iran.”

    Keep Talking
    Macron defended his decision to maintain his Russia trip — even as he joined other Western allies in expelling Russian diplomats in April — on the grounds that his foreign policy involves keeping communications open with all world leaders, whether it’s Putin, U.S. President Donald Trump, or Iran’s Hassan Rouhani.

    “If France wants to be respected, it must talk to everyone but also be capable of acting when red lines are crossed,” Macron said in a May 6 interview with Le Journal du Dimanche. “I want a strategic and historic dialogue with Vladimir Putin to tie Russia to Europe and not let it turn in on itself.”

The EU driven by Macron is discussing a revised Iran nuclear deal but without USA participation. The current deal expires in 2025 ie. about 7 years (according to Trump see below). Will the revised deal, which is based on the existing deal, still keep the 2025 expiry? If so, it definitely can coincide with the Biblical Book of Daniel’s prophecy of ‘Covenant of 1 week’ ie. 7 Biblical years. A biblical year is 360 days not 365 days. (Note: JCPOA ‘Termination Day’ is in Oct 2025)

    Representatives of European powers will meet with Russian and Chinese officials in Vienna this week to discuss a new accord with Iran, in an effort to preserve the 2015 nuclear deal, Reuters reported Sunday, quoting German newspaper Welt Am Sonntag.

    World powers reportedly plan to offer Tehran financial incentives in return for the Islamic Republic limiting its ballistic missiles program and expansionism in the Middle East — thus placating the US and avoiding the resumption of American sanctions.

    On May 8 US President Donald Trump announced he was withdrawing from the 2015 deal and would reinstate tough economic sanctions on Iran.

    Iran said Saturday it would wait to see whether Europe produces tangible results in overcoming US sanctions before it decides whether to stay in the nuclear deal, as a top EU official visited Tehran to present plans for maintaining trade ties.

    European Commissioner for Energy Miguel Arias Canete and Head of Iran’s Atomic Energy Organization Ali Akbar Salehi also confirmed the commitment of the EU and Iran to the Iranian nuclear deal.

    BRUSSELS, May 19. /TASS/. The European Union and Iran have agreed to hold a high-level seminar on nuclear cooperation in Brussels in late November, European Commissioner for Energy Miguel Arias Canete said after talks with Head of Iran’s Atomic Energy Organization Ali Akbar Salehi on Saturday.

    As the European commissioner said in a statement circulated in Brussels, the parties agreed that the third high-level seminar on nuclear cooperation would be held in Brussels in late November 2018.

    Canete and Salehi also confirmed the commitment of the EU and Iran to the Iranian nuclear deal.

    On May 8, US President Donald Trump announced Washington’s withdrawal from the Iran nuclear deal. According to Trump, the Joint Comprehensive Plan of Action (JCPOA) left the door open for Iran to circumvent restrictions and develop a nuclear bomb. The US president said that old sanctions would be restored and new ones would be introduced in case Tehran attempted to pursue its nuclear ambitions. At the same time, Trump called for making a new agreement. However, Trump actually advanced unfulfillable conditions for Tehran.

    Meanwhile, UK Prime Minister Theresa May, French President Emmanuel Macron and German Chancellor Angela Merkel issued a joint statement calling on all other parties to the JCPOA to stay committed to their liabilities under it.

    Iranian President Hassan Rouhani stated that the European Union should guarantee Iran the observance of its interests under the nuclear deal to keep the agreement in force.

    At the same time, Iran reiterated its commitment to the deal, saying Teheran will continue to implement its liabilities. Russian Foreign Minister Sergey Lavrov called the US withdrawal from the JCPOA a violation of the UN Security Council resolution and noted that Russia would seek to keep the agreement in force, despite Washington’s plans to resume the sanctions regime against Tehran.

    Iranian Foreign Minister Mohammad Javad Zarif told the EU energy chief Miguel Arias Canete in Tehran, as quoted by Iran’s state news agency IRNA, that Europe’s political support of the JCPOA is not enough.

    “With the withdrawal of America, [Iran’s] public expectations from the European Union have increased in order to maintain the deal’s gains, and in the current context, the European political support for the accord is not sufficient,” Mohammad Javad Zarif told Miguel Arias Canete in Tehran, cited by IRNA.

    The minister outlined the lack of consistency between support for the deal voiced by the EU and possible the withdrawal of European companies.

    “The announcement of the possible withdrawal by major European companies from their cooperation with Iran is not consistent with the European Union’s commitment to implementing (the nuclear deal),” Zarif stated.
