    The Canadian government has been a strong supporter of Israel since the country was founded in 1948 through the expulsion of most of the indigenous Palestinian population from their homes. In its friendly treatment of Israel, Canada has long played an important international role in covering up the violent dispossession of Palestinians and the apartheid system that maintains and normalizes their oppression.

    Yet even by the standards of Canadian complicity in Israeli apartheid, Stephen Harper’s Conservatives have taken support for Israel to a whole new level. Harper’s government has declared that “Israel has no greater friend in the world today than Canada.” A leading Israeli newspaper calls Harper “Netanyahu’s closest ally” and “the foreign leader friendliest to Israel.” When the Palestinian Authority sought greater recognition at the UN in 2012, Canada threatened to cut off aid to Palestine.

    The Harper Conservatives’ approach marks a significant break with Canadian government policy of the past sixty years. Although Canada has always been pro-Israel, it has traditionally represented itself as more of a neutral party in disputes between Israelis and Palestinians, and indeed has acted less one-sidedly in the past. In 1967, for example, Canada supported the UN resolution demanding Israel withdraw troops from newly-occupied Palestinian lands and calling for a just settlement of refugees. This sort of position is inconceivable today. Political scientist Harold Waller is clear about the current government’s shift: “I think Harper’s backing of Israel is unprecedented for any Canadian prime minister. He’s much more a staunch supporter of Israel than any of his predecessors.”

    Describing Harper’s pro-Israel policy as extreme need not contradict the fact that Canada has always been complicit in Israeli apartheid. In fact, if Palestine solidarity activists in Canada are to clearly identify the challenges and openings faced in our current organizing context, we need to address the question: why are the Harper Conservatives so extremely pro-Israel?

    Incomplete Answers
    Harper’s Israel cheerleading has become so passionate as to puzzle some in his own ranks. For example, even Canadian government officials, including former ambassadors to Israel, have argued that Canada’s extreme pro-Israel stance weakens Canada’s reputation in the international arena. Others wonder why Harper would pursue a policy that more than half of Canadians disapprove of. In contrast to the suggestion that the Harper government’s policy is illogical (because it tarnishes Canada’s international reputation or because it risks alienating voters or for some other reason), I want to suggest that there is in fact a clear logic to the government’s support for Israel when interpreted in the context of a much broader policy shift.

    This argument is different than the main ones on offer. The government’s own explanation can be dispensed with immediately. Foreign Affairs Minister John Baird’s claim that “Israel is worthy of our support because it is a society that shares so many values with Canada – freedom… democracy… human rights and the rule of law” is absurd not only because of the apartheid character of Israel but because Canada itself is built on the dispossession of indigenous people at home and abroad and has a long track record of befriending all sorts of brutal, anti-democratic regimes (Pinochet’s Chile, Suharto’s Indonesia, and Mubarek’s Egypt, to name just a few).

    But the answers typically offered by both mainstream and radical commentators are also inadequate. They tend to focus on the power of the “Israel lobby” and Conservative electoral strategy. For example, the CBC radio show The Current aired an episode called “Jewish Voters” that began: “Conservative Leader Stephen Harper’s staunch support for Israel appears to be attracting a sizeable number of Jewish voters, many of whom have traditionally voted Liberal.” In the run-up to the 2011 federal election, much was made about Harper’s Israel policy as a strategy for winning close ridings in Toronto and Montreal.

    The tempo of events in Syria has accelerated in recent weeks. The government forces have scored significant battlefield victories over the rebels, and this has provoked a mixture of war provocations and peace offers from the U.S. and its anti-Assad allies.

    With Obama’s blessing Israel fighter jets recently attacked Syria on three occasions; in one massive air strike on a military installation in Damascus 42 Syrian soldiers were killed. Shortly thereafter Obama finally agreed to a peace conference with Russia, which had been asking for such talks for months.

    Obama is entering these talks from a weakened position; the Syrian government is winning the war against the U.S.-backed rebels, and success on the ground is the trump card of any peace talks. Obama and the rebels are in no position to be demanding anything in Syria at the moment.

    It’s possible that Obama wants to avoid further humiliation in his Syria meddling by a last minute face-saving “peace” deal. It’s equally likely, however, that these peace talks are a clever diplomatic ruse, with war being the real intention. It’s not uncommon for peace talks to break down and be used as a justification for an intensification of war, since “peace was attempted but failed.”

    And Obama has plenty of reasons to pursue more war:  he would look incredibly weak and foolish if Syria’s president were to stay in power after Obama’s administration had already announced that Assad’s regime was over and hand picked an alternative government of Syrian exiles that the U.S. — and other U.S. allies — were treating as the “legitimate government of Syria.”

    If an unlikely peace deal is reached, these Syrian exiles — who only a tiny minority of the rebel fighters actually listen to — will be the ones to sign off on the deal.

    Many politicians in the U.S. are still clamoring for war in Syria, based on the unproven accusation that the Syrian government used chemical weapons against the rebels. In actuality, however, the UN so far has only indicated that the exact opposite is true: there is significant evidence the U.S.-backed rebels used chemical weapons against the Syrian government: Of course this fact only made the back pages of the U.S.media, if it appeared at all. Similarly bad news about the U.S.-backed rebels committing large scale ethnic/religious cleansing and numerous human rights violations didn’t manage to make it on to the front pages either. And the numerous terrorist bombings by the U.S.-backed rebels that have indiscriminately killed civilians have likewise been largely ignored by U.S. politicians and the media.

    The U.S. position is weakened further by the fact that the majority of the rebel fighters are Islamic extremists, who are fighting for jihad and sharia law, not democracy. The Guardian reported recently:

    Washington’s reputation as an “honest broker” in the Israeli-Palestinian conflict is in tatters after four years of indulging Israeli Prime Minister Binyamin Netanyahu’s intransigence. The Obama administration desperately needs to resurrect a credible peace process.

    Faced with a diplomatic impasse between Israel and the Palestinian Authority of Mahmoud Abbas, John Kerry, the US secretary of state, seized his chance last week. He extracted from the Arab League an agreement to dust off a decade-old regional plan, the Arab Peace Initiative, declaring the move “a very big step forward”.

    Unveiled by Saudi Arabia in 2002, the plan promises Israel normal relations with the whole of the Arab world in return for its acceptance of a Palestinian state based on the pre-1967 borders, or 22 per cent of historic Palestine.

    The new Arab overture, like its antecedent, has raised barely a flicker of interest from Israel. Tzipi Livni, Washington’s sole ally in Netanyahu’s cabinet, predictably lost no time in praising the plan. But the prime minister himself has studiously avoided mentioning it, leaving his aides to dismiss the initiative as a “trick” designed to ensnare Israel in injurious peace talks.

    Exposing myths
    His oblique response serves as a rejoinder to one of the conflict’s most enduring myths. Even before Israel occupied the West Bank, East Jerusalem and Gaza in 1967, it presented itself as eager for acceptance from the Arab states. This fiction, which continues to shape Western perceptions, rests on two pillars.

    The first assumes Israeli fervour to engage diplomatically with the Arab world. Or, as Israel’s then-defence minister, Moshe Dayan, famously told the BBC just days after the end of the June 1967 war: “We are awaiting the Arabs’ phone call.”
    -
    The second, articulated most clearly by Abba Eban, when he was foreign minister in the early 1970s, castigates the Arabs for “never missing an opportunity to miss an opportunity” to make peace with Israel.
    -
    And yet the historical record suggests the exact opposite. After their humiliation in 1967, the Arab states quickly conceded – at least, privately – that Israel was here to stay and began considering ways to accommodate it.

    As Shlomo Ben-Ami, an Israeli historian who was foreign minister during the 2000 Camp David peace talks, observed: when the Arab states called, “Israel’s line was busy, or there was no one on the Israeli side to pick up the phone.”

    “Occupation gene”
    Such obduracy was confirmed in last month’s disclosure by WikiLeaks of classified US diplomatic cables from that period. In late 1973, a few weeks after the end of the October 1973 war, the Arab League quietly offered Israel a regional peace agreement that would recognize its pre-1967 borders. But the Arab states were rebuffed.

    According to a cable from January 1975, US diplomats in the Middle East concluded that Israel’s leaders demonstrated “an extraordinary lack of understanding” of Arab intentions, preferring instead to gird “their loins for the fifth, sixth, seventh Israeli-Arab wars”. The cables describe Israel as hellbent on self-destruction, suffering, in the words of US officials, from a “Masada or Samson complex”.

    This context should be borne in mind as Israel’s current opposition to peace talks is ascribed solely to the hawkishness of Netanyahu’s government. In truth, this is a pattern of behaviour exhibited by Israel over many decades – or what former Palestinian prime minister Salam Fayyad termed last week Israel’s “occupation gene”.

    The Saudi peace initiative of 2002 arrived at a time early in the second Intifada (Palestinian uprising) when Israelis were terrified by a wave of suicide bombings and the Israeli economy appeared close to collapse. Nonetheless, the then military chief of staff – today’s defence minister – Moshe Yaalon advised that Israel’s highest priority was not negotiations but a military campaign to “sear defeat deep into the Palestinian consciousness”.

    At least, the newly revived Arab peace initiative has the advantage that it appears – unlike its predecessor – to have the enthusiastic backing of the White House.

    Another difference, doubtless due to pressure from Kerry, is a concession from the Arab states that an agreement on Palestinian statehood will not require Israel to return to the 1967 lines. Approval of “minor” and “comparable” territorial exchanges brings the Arab League into line with the diplomatic positions of Abbas, US President Barack Obama and, ostensibly at least, several previous Israeli prime ministers.

    Calls for a war with Syria mounted yesterday, despite mass popular opposition to war in the United States, amid reports that US-backed Islamist opposition forces fighting the regime of Syrian President Bashar al-Assad have suffered serious reverses.

    Speaking on NBC News yesterday, Turkish Prime Minister Recep Tayyip Erdogan pressed for Washington to take military action against Syria. He repeated unsubstantiated allegations that the Assad regime has used chemical weapons, which have been refuted by UN investigator Carla del Ponte, claiming, “It is clear the regime has used chemical weapons and missiles.” Claiming that a “red line” had been crossed, he said: “We want the United States to assume more responsibilities and take further steps. And what sort of steps they will take, we are going to talk about this.”

    Erdogan dismissed out of hand reports that chemical weapons used in Syria were in fact used by the US-backed opposition. He stressed that his government would support US imposition of a “no-fly zone” in Syria, which would involve destroying Syrian air defenses and shooting down any Syrian aircraft that took to the skies.

    Erdogan’s calls for military action were echoed across the American press. The Washington Post ’s editorial board called for “an air campaign as well as arms for the moderate opposition” aimed to “quickly tip the military balance against the Assad regime.” Wall Street Journal columnist Bret Stephens proposed a long list of attacks against Assad, including sending in US ground forces: “disable the runways of Syrian air bases, including the international airport in Damascus…use naval assets to impose a no-fly zone over western Syria…supply the Free Syrian Army with heavy military equipment, including armored personnel carriers and light tanks; and be prepared to seize and remove Syria’s chemical weapons stockpile, even if it means putting boots (temporarily) on the ground.”

    The calls for war come amid reports of major setbacks in Syria for the US-backed opposition, reflecting its small size and lack of popular support, and growing military assistance from Russia, Iran, and Lebanon for the Assad regime.

    After two months of heavy bombardment, government forces have retaken the strategic town of Khirbet Ghazaleh from the “rebels,” re-opening government transport routes to Deraa, the city where initial opposition protests began two years ago. Opposition leaders acknowledged it as a major setback. “Tomorrow, the big tragedy will happen, the regime’s supply route to Deraa will reopen, and the officers will go back and ammunition will be resupplied and the bombardment will resume,” said Abu Yacoub, commander of the Martyrs of Khirbet Ghazaleh brigade.

    Yesterday, BBC Middle East bureau chief Paul Danahar wrote that the Free Syrian Army (FSA) amounts to little more than “men with guns,” united only by the fact that they “point their guns in the same direction.” He said the FSA is not a “cohesive force” and lacks a “command structure.”

    A Jerusalem Post article of May 3rd entitled “Is Assad Winning in Syria?” describes the defeat of opposition militias around Qusayr by Hezbollah forces, as well as the capture of Otaiba by Assad’s forces last week, indicating the growing strength of Assad vis-à-vis the US proxy forces. According to the article, “morale among supporters of the regime has improved markedly in recent weeks.” It concluded, “Assad shows no signs of cracking.”

    Under these conditions, Assad’s allies are stepping up military deliveries to Damascus. The Russian government has announced plans to sell S-300 anti-aircraft missile systems to Syria, in a $900 million deal that would substantially bolster the Syrian regime’s capacity to defend itself against US and Israeli airstrikes.

    Hezbollah leader Hassan Nasrallah has reported that Syria is going to supply his militia with “game-changing” weapons in response to last week’s Israeli attacks, saying it was a “strategic reaction” to the strikes.

    Nasrallah went on to say that Hezbollah would commit forces to the recapture of the Israeli-occupied portion of the Golan Heights, which Israel seized in 1967. Israel has annexed the territory (as of 1981), but that claim is not generally recognized across the world.

    The Hezbollah leader’s comments add to already soaring tensions between Israel and Syria in the wake of the weekend attacks, and suggest that more backing from Hezbollah is likely to be Syria’s near-term reaction to the strikes on Damascus, which killed at least 42.

    Hezbollah has long-standing ties to Syria’s Assad government, and Israeli officials have claimed the attacks were aimed at preventing arms transfers to them. The reaction, at least per Nasrallah, is to give them much more advanced arms than they would’ve conceivably gotten in the first place.

    Conspicuously absent from Nasrallah’s comments was any commitment of additional Hezbollah forces to the Syrian Civil War. So far Hezbollah has committed troops to protecting border villages with large Lebanese populations, as well as religiously significant Shi’ite sites.

Stephen Hawking Joins Academic Boycott of Israel !

    British physicist Stephen Hawking has pulled out of a conference hosted by Israeli President Shimon Peres in protest at the regime’s treatment of Palestinians.

    The British daily Guardian said in a report on Wednesday that the world-renowned professor backed the academic boycott of the annual president’s conference, entitled Facing Tomorrow, which will be held in Jerusalem in June.

    The 71 year-old theoretical physicist and Lucasian Professor of Mathematics at the University of Cambridge had first accepted the invitation to attend the conference, which also attracted major international figures.

    However, he wrote a letter to Peres last week to inform the Israeli President of his decision to boycott the event. The British Committee for the Universities of Palestine issued a statement on Hawking’s decision, describing it as “his independent decision to respect the boycott, based upon his knowledge of Palestine, and on the unanimous advice of his own academic contacts there.”

    The Guardian reported Wednesday that the CIA’s Free Syrian Army is losing mercenaries to a better equipped, more disciplined and religiously motivated al-Nusra.

    “Fighters feel proud to join al-Nusra because that means power and influence,” Abu Ahmed, a former teacher from Deir Hafer who now commands an FSA brigade, told the newspaper. “Al-Nusra fighters rarely withdraw for shortage of ammunition or fighters and they leave their target only after liberating it.”

    Israel and America are longstanding imperial partners. They spurn international laws. They do so repeatedly. They ignore their own. They jointly plan and wage wars. Israel’s attack on Syria was a joint  US/Israeli provocation. Haaretz’s military correspondent Amos Harel suggested it, saying:

    “The (US) administration officials’ familiarity with the nature of the Syrian targets seems to indicate that there had been advance coordination with Israel, and make the attacks look more and more like part of a larger campaign that isn’t over yet.”

    Israel’s weekend attacks were lawless acts of aggression. Post-WW I, the League of Nations failed to prevent them. So did Kellogg-Briand. In August 1928, America, Germany France, Britain, Italy, Japan, and nine other nations signed on. It promised wars would no longer resolve “disputes or conflicts of whatever nature or of whatever origin they may be, which may arise among them.” Violators “should be denied the benefits furnished by this treaty.”

    Article 8 of the 1933 Montevideo Convention of Rights and Duties says “No state has the right to intervene in the internal or external affairs of another.” Under Article 10, differences between states “should be settled by recognized pacific methods.” Article 11 calls sovereign state territory “inviolable….”

    The 1950 Nuremberg Principles defined crimes against peace to include:

    “(i) Planning, preparation, initiation or waging of a war of aggression or a war in violation of international treaties, agreements or assurances; (and)
    -
    (ii) Participation in a common plan or conspiracy for the accomplishment of any of the acts mentioned under (i).”

    On June 26, 1945, the UN Charter was signed. On October 24, it became effective. It failed “to save succeeding generations from the scourge of war….”

    Fundamental principles have been ignored. They require all Members to “settle their international disputes by peaceful means in such a manner that international peace and security, and justice, are not endangered.”

    “All Members shall refrain in their international relations from the threat or use of force against the territorial integrity or political independence of any state, or in any other manner inconsistent with the Purposes of the United Nations.”
    -
    Article 51 permits armed force only in self-defense against externally generated aggression until the Security Council acts. It has final say. Under no circumstances may one nation, or combination thereof, intervene against another without lawful Security Council authorization. Doing so is lawless aggression.

    Belligerents like America and Israel put their own priorities above international laws. They ignore their own as it suits them. Wars rage  without end. New ones are planned.

    Washington wages permanent ones. Peace is a four-letter word. Israel’s a longstanding imperial partner. Attacking Syria is their latest provocation. They acted without justification. Doing so reflects naked aggression. Expect Washington, rogue NATO allies, and regional partners to take full advantage.

    Israel used “a new type of weapon”, a senior official at the Syrian military facility that came under attack from the Israeli Air Force told RT.

    “When the explosion happened it felt like an earthquake,”said the source, who was present near the attack site on the outskirts of Damascus on Sunday morning.

    “Then a giant golden mushroom of fire appeared. This tells us that Israel used depleted uranium shells.”

    Depleted uranium is a by-product of the uranium enrichment process that creates nuclear weapons, and was first used by the US in the Gulf conflict of 1991.
