And if they did find buyers (doubtful), how high would the yields need to be to attract the buyers? …and of course the next question would be, are those rates too high and at levels that take up more in interest expense than the Treasury even takes in?

Ben Bernanke testified yesterday before Congress and spoke about the “tapering” of QE. We have also been offered a trial balloon(s) over the last few weeks regarding cutting back on QE. The results (even though nothing has been shaved back)? Japanese treasury securities are now over 1% and U.S. Treasuries are over 2%. The Japanese Nikkei average ended last night down over 7% after opening up 3%…can you say “reversal day?” Stock markets all over the globe are down over 2% (except of course the free markets in the U.S.). It is important to understand that these dislocations have taken place strictly based on the “THOUGHT” of lesser quantitative easing.

Before I write any further, I’d like to go back to basics and remind you exactly what “QE” is. QE is “code” for outright monetization. It is highfalutin gobbledygook speak for plain old fashioned PRINTING. “Printing” to purchase Treasury securities that no one else neither wants nor would purchase. Pure printing to be used to buy “stuff.” “Stuff” as in assets that need “help” to keep their prices high so that the message that “all is well” continues to ring throughout the realm. Testifying before the US Senate Committee on Armed Services on Thursday, Pentagon officials claimed that “war on terror” legislation gives them sweeping powers to wage war anywhere in the world, including inside the United States, without Congressional authorization.

Assistant Defense Secretary Michael Sheehan argued that the 2001 Authorization for the Use of Military Force (AUMF), passed by Congress after the September 11 attacks, constituted effective Congressional authorization for future wars waged under the rubric of the “war on terror.” In his view, the Pentagon can continue its global campaign of drone assassination strikes and launch further wars under the heading of the “war on terror,” without renewed authorization from Congress.

“At this point, we’re comfortable with the AUMF as it is currently structured,” Sheehan said. “Right now … it serves its purpose.”

Sheehan made clear that he believed that this authorization of war extended into the indefinite future. He said, “In my judgment, this is going to go on for quite a while, yes, beyond the second term of the president … I think it’s at least 10 to 20 years.”

Sheehan’s position represents a flagrant rejection of the US Constitution. Article 1, Section 8 of the Constitution specifies: “The Congress shall have power … to declare War, grant Letters of Marque and Reprisal, and make Rules concerning Captures on Land and Water.” However, top Pentagon officials are effectively asserting that Congress’ power will be indefinitely superseded by the President and the military, which can launch limitless wars at will.

While the issue is publicly presented as a debate over revising the AUMF, powerful sections of the American ruling class are in fact moving to suspend key provisions of the US Constitution and install a presidential-military dictatorship. In response to questioning from friendly Senators, the Pentagon officials indicated that they believe the AUMF allows the executive to unilaterally invade other countries and wage war inside the United States.

Senator Lindsey Graham asked whether the current AUMF gave US President Barack Obama the authority to put “boots on the ground” in Yemen in the Middle East, or the Congo in Africa. The Pentagon’s acting general counsel, Robert Taylor, said that it did.

In his prepared testimony, moreover, Sheehan wrote that “being a US citizen does not immunize a member of the enemy from attack” by US forces. With this comment, Sheehan was again aligning the Pentagon with the US drone assassination of Anwar al-Awlaqi, a US citizen, on September 30, 2011. Washington gave no evidence that Awlaqi was planning or executing any attack on the United States before murdering him with a Hellfire missile.

World recession in sight
In fact several signals show that a reversal in the economic situation is imminent. Indeed the term “reversal” isn’t very fitting since the real economy has never really recovered from the 2008 shock: it is, therefore, rather a worsening which we will see.

There is no shortage of indices for that. Europe is already in recession. Exports from China, often considered “the workshop of the world”, are falling heavily (see chart below) and the benchmark signals are contracting or slowing down dangerously (1) with, additionally, a major credit bubble (2).

Australia, which gives a good indication of the world economy’s health due to its exposure to raw materials, is struggling (3). Consumers are also marking time. US wholesale (4) and retail sales are on the decline.

The majority of US benchmark indices are swinging into the red, for example the Chicago PMI index (5), as well as the Goldman Sachs global index (see chart below).

In short, a world recession is on the horizon (6). To protect themselves from its impact, the different players, beginning with the banks, use different strategies which we will now analyse.

The bank’s doubtful businessIt goes without saying that the financial sector is hardly a model of transparency. But with JP Morgan or Bank of America which “miraculously” succeeded in not having a single day of first quarter trading losses (7), or further, JP Morgan’s gold reserves which have mysteriously emptied (8) whereas by a strange coincidence we saw a crash in the gold price in mid-April, without even mentioning the variety of manipulations effected by the top-tier banks, first and foremost JP Morgan (9) and others as well (10); these shady operations going increasingly unnoticed.

Nevertheless, all the banks know that a new storm is on the horizon and are using all the means at their disposal (more or less legal) to shelter themselves, and anything goes, including between the banks themselves. It’s in this light that it’s necessary to look at the various banks’ amazing first quarter balance sheets making it possible to draw in investors, or at least to defer the debacle, or the mid-April crash in the gold price clearly caused by one or more of these financial institutions.

These rough battles in the middle of a full economic upheaval will leave their mark and the weakest or most affected banks will not come through the storm undamaged, especially as the financial centres are now facing a new adversary, countries themselves.
