Reuters reported this evening that Obama had signed a secret “Presidential finding” authorizing US support for Syrian rebels; it broadly permists the CIA and other government agencies to provide support to help them oust Assad. But indications are that in order to provide them weapons, Obama would have to approve a supplement, known as a “memorandum of notification,” and apparently has not done so.

Pursuant to the finding, the US is collaborating with a “secret command center” in Adana, a Turkish city near the Syria border which is also home to American Incirlik airbase.

Dominique de Kevelioc de Bailleul: Lt. General William Boykin (retired) told TruNews Radio Tuesday that the U.S. economy of the United States “is just about the break” and collapse. And when the dam gives way, severe food shortages and pervasive violence throughout America will warrant, in his opinion, an executive declaration of martial law.

“I’ll be very honest with you; the situation in America could be such that martial law is actually warranted, and that situation in my view could occur if we had an economic collapse,” said Boykin, a former CIA Deputy Director of Special Activities.

“The dam is just about to break on our economy, and I think when it does, there’s going to be a major disruption of the distribution of food,” he added. “And I think what you’ll see particularly in the inner cities is you will see riots, civil unrest that ultimately might justify martial law.”

Though the U.S. is the world’s largest exporter of agriculture, in the case of a currency collapse, producers will withhold shipments to retailers and consumers unable to pay in a currency other than U.S. dollars. For a time, barter will take the place of currency for those living in rural areas, but for the majority of Americans living in cities and adjacent suburbs, food shortages can emerge within 24 hours.

“I think those people that are not in the major cities are going to be far better off, but it could actually justify martial law,” Boykin continued. “And I’m praying that we will not see that kind of collapse, we won’t see a disruption of the distribution of food in America. That’s probably the single biggest problem.”

Recommendations by “prepper” organizations and a handful of governments (as in the case of Utah and some municipalities) to include storing enough nonperishable food to last a month to 90 days have become commonplace during the four-year-long economic recession, as the history of currency collapses throughout the world demonstrate that for a meaningful period of time food will not be available at grocery stores, food pantries and other collective emergency food supplies.

Recent examples of food shortages due to rapid currency devaluations include Argentina in 2002; Cuba, following the fall of the Soviet Union in 1989; and in Zimbabwe during its currency collapse of the late 2000s.

Although, the U.S. is not expected to match Zimbabwe in intensity and duration of inflation (89 sextillion percent in 2008), all nations undergo a period of profound dislocation of commerce during a currency devaluation, which may range from as little as several weeks to several months. “If people can eat, they can survive for some period of time while we get through the economic crisis and reestablish currency, and systems, and all that,” said Boykin. “But if they can’t eat, you know, they’re going to fight. And that’s my big concern.”

The US government has been scheming on how to provide for continuity of government for many decades now. According to Peter Santilli, an informant who is an ex-marine and worked on portions of the contingency plans known as Rex 84, civil unrest will come after a financial collapse.

The Readiness Exercise 1984, a.k.a. Rex 84, outlines continuity of government wherein the US Constitution is suspended, martial law is declared and the US military command take over state and local governments in order to ensure stabilization of our nation at any cost. Any American who is deemed a “national security threat” would be detained in an interment or FEMA camp.

The author of Rex 84 was Lieutenant Colonel Oliver North, National Security Council (NSC) White House aids and NSC liaison to FEMA. Rex 84 is the plan; the triggers are a series of executive orders . It is the continuity of government under specific contingency strategies that are laid out in various operations guide manuals. Operation Garden Plot is a subprogram of Rex 84.

Twice before, Rex 84 was implemented – during the LA riots and on 9/11. In these scenarios, only small portions of the entire set of documents were used. Within the series of contingency plans, implementation of them depends on the severity of the situation.

Some of the plans include internment camps where all or portions of the active or inactive military bases would be transformed into work camps where all considered to be dissonant would be held. The NORTHCOM army manuals clearly state that NATO forces will be used in every phase of the operation.

According to Santilli, procedures to move conventional, chemical and nuclear bombs across the nation without detection have been facilitated without notice by the US military.

Back in 1986, during his military service where he was involved with weapons transportation, Santilli describes how an unmarked refrigerated trailer driven by a civilian driver was used to transport chemical or conventional weapons to various strategic bases both above and underground.

Santilli was a specialist in aviation deployed weapons, which made him the perfect candidate to the assignment of weapons transportation.

The refrigerated truck, allocated by the administration department on base, was directed to the commissary, where the unsuspecting driver believed that he was transporting food. The weapon was placed at the head of the trailer, and covered up with either food stores (like cans of soup) or body bags. In the event that the truck is stopped en route, the weapon would be well hidden and go undetected by inspectors on the public highways.

A US Marine Corp bill of lading was the paperwork necessary to move the commercial refrigerated truck through weigh stations on public highways without any question. Santilli remembers that there was not one incident where he had to enact any security measures to ensure the delivery was made.

Santilli, who was assigned to ride in the cab of the truck with the driver, says that his orders were to make sure the truck arrived at its destination. He was informed by his superiors that if there were problems concerning potential civil unrest, he was to radio into his superiors for aid by either air or ground support. Should the situation warrant serious attention; crowd control methods would be implemented.

One possible scenario was the use of cluster bomb units (CBUs) that will emit upon detonation, a “sleep and kill” chemical weapon that will not disturb infrastructure, but is lethal to all living things within the effected zone. Santilli describes these particular 3 unit CBUs as shaped like water-heaters with a coned top and plunger-like device. Once deployed in the air, a parachute assists these CBUs to the targeted area. And when detonated, a deadly chemical gas will kill every human and animal in the specified cordoned area.

This is just one example, says Santilli, as to the lengths the US armed forces are trained to make sure continuity of government is preserved. Santilli explained that the use of foreign troops on US soil, as described in Rex 84 and other subsequent manuals, would have a two-fold purpose. Firstly, to provide extra security in designated areas, cities or highways; and secondly, as scapegoats were violent action used against American citizens should the US military be directed to attack civilians.

The refrigerated truck, carrying the chemical or conventional weapon with Santilli riding shotgun travelled to underground bases like the one at Yuma Proving Ground which is a ammunitions testing range for pilots. Nestled underneath the ground is a secret military base.

On 5 July, the charity Oxfam released its latest report, “On the Brink: The Impact of Settlements on Palestinians in the Jordan Valley”. Its findings included the following.

Settlements and related Israeli policies, such as systematic demolitions and restrictions on land and water use, are creating a wretched reality for Palestinians in the Jordan Valley… Palestinian communities are under threat as settlement expansion and demolitions escalate… Palestinians can use just 6 per cent of the land in the Jordan Valley, while Israeli settlers, who account for just 13 per cent of the valley’s people, have control over 86 per cent of it… Settlements in the Jordan Valley, illegal under international law, have established industrial farms that produce high value crops for sale in markets locally and abroad, and are supported by a range of Israeli government grants and subsidies that facilitate their growth and sustainability… At the same time, the poverty rate for Palestinian communities in the Jordan Valley is nearly double that of the rest of the West Bank as many struggle to make a living from farming and animal rearing without adequate access to land.

The Oxfam report also noted that it’s not only in the Jordan Valley that the pace of Israeli land theft is quickening. The year 2011 saw a 20 per cent rise in new settlement construction across the whole of the occupied West Bank as compared to 2010. Over the same period, the number of Palestinians displaced by demolition doubled, with 60 per cent of the demolitions carried out in areas close to settlements.

Turkish Prime Minister Recep Tayyip Erdogan held a half-hour-plus telephone discussion with U.S. President Barack Obama about Syria, during which they agreed to accelerate efforts for a transition period, which includes the exit of President Bashar al-Assad. But at the same time, the chaos and violence that has been created in Syria is now starting to affect the stability of Turkey itself. With widespread fears of Syria’ break-up and the creation of a “Greater Kurdistan,” possibly including parts of Turkey, Syria, Iraq, and Iran, Assistant U.S. Secretary of State for European and Eurasian Affairs Philip Gordon is now in Istanbul, where he said Syria should remain united. “We don’t see for the future of Syria an autonomous Kurdish area or territory. We want to see a Syria that remains united … we don’t support any movement towards autonomy or separatism, which we think would be a slippery slope. We are very clear about that.”

Nonetheless, a taste of what will happen if Syria breaks up or Turkey sends troops, is now emerging. In Malatya Province in southeast Turkey, there was a flare-up between Alevi and Sunni communities in a small village, on July 29, when a quarrel between an Alevi family and a Sunni Ramadan drummer almost escalated into a riot, Sunnis surrounding the Alevi family’s home and starting to throw stones. The security forces intervened to save the family.

The incident has been taken very seriously, and a delegation of MPs from both the ruling AKP and opposition Republican People’s Party (CHP) rushed to the town to calm the situation. An Alevi demonstration sprang up in Ankara, protesting the attack.

Although this province does not border Syria, it is not far from it; there are Alevis in Syria, many of whom have relatives in Turkey, who are threatened by the chaos and violence provoked by the predominantly Sunni and foreign opposition gangs.

Meanwhile in Hakkari province in the southeast, bordering Iraq and Iran, 10,000 Turkish troops have been deployed over the last week against the Kurdistan Workers Party (PKK) operations in the region. On July 29, two Turkish soldiers were killed and ten wounded. The PKK-allied Syrian Kurdish PYD is being supported by Massoud Barzani, the President of the Kurdish Regional Government in northern Iraq, which is supposed to be cooperating with Turkey in marshaling the Syrian Kurds against the Damascus government.

Opposition CHP leader Kemal Kilicdaroglu, who has been spearheading a campaign against Ankara’s policy, has another long interview in the usually pro-government daily Today’s Zaman in which he charges that Prime Minister Erdogan “does not design the country’s foreign policy. This is the problem…the foreign policy followed by the government is imposed by foreign powers and he thinks these powers will support him…. A country must be aware of who has drawn the current borders in the Middle East…. Turkey has become a country which shoots itself in the foot. Imperialist powers don’t care about al-Assad or the Syrian people. They have a new Middle East map in their minds. These maps are even published in our papers.
