Fiscal deficits are already so large and you cannot bail out the banks because 1) there is a political opposition to it; and 2) governments are near-insolvent – they cannot bailout themselves let alone their banks.     And with Greece teetering on the edge of Euro withdrawal, the real elephant in the room is that once Greece leaves, the ECB, the European Central Bank is bust. It’s gone. It has 444 billion euros worth of exposure to the bailed-out countries and to rectify that you’ll need to have a cash call from Ireland, Spain, Portugal, Greece and Italy. You couldn’t make it up could you!

    A week ago, the ECB decided to lower its deposit rate to 0%. Today, we get the first real full frontal visual of what this really means, and how banks react under ZIRP. As the ECB just reported, overnight deposits parked in its electronic basement by member banks plunged by the most on record, or €484 billion in one session. This is a lot of money. And this money has to go somewhere.

    Judging by the reaction in European equities, which continue sliding, bank did not put the money in stocks. Also, judging by the continued slide in the EUR and the daily record negative yields in core European bonds, banks are aggressively buying up “safe” debt, as well as that of other currencies, to place this ZIRP cash somewhere liquid regardless of location, leading to one-time strange events like yesterday’s “WTF” 10 Year auction.

    Russia says it has no plans to impose an arms embargo on Syria and intends to fulfill a contract for delivering air defense systems to the country.A senior Russian arms export official said on Wednesday that since the contract to deliver Syria the air defense systems were signed before the outbreak of unrest in the country, Moscow is obliged to fulfill its commitments.

    ”Russia has obligations before Syria relating to old contracts, contracts that were signed in 2008 and were later followed by new ones on air defense systems. They are being fulfilled and they will be fulfilled,” AFP news agency quoted the Russian Federal Service for Military Technical Cooperation’s deputy chief Vyacheslav Dzirkaln as saying on the sidelines of the Farnborough Airshow near London.

    He stressed that the air defense systems were meant to protect Syria’s border in accordance with international rules. “We are delivering weapons and military technology of an exclusively defensive nature,” Dzirkaln said.

    Dzirkaln also said that Russia will not sign new contacts with Syria as long as the fighting continues in the country but stressed that the move does not mean a shift in policy or a decision by Moscow to comply with a Western arms embargo of Damascus government.

    “One cannot possibly speak of us imposing an arms or military technology embargo on Syria,” Dzirkaln was quoted as saying. Dzirkaln also vowed to complete the shipment of three repaired helicopters as well as elements of an air defense system to Syria, which failed to arrive at destination last months after a Russian vessel carrying the items was forced to return to its Arctic base over US and British pressure.

Russian Warships on Maneuvers, will Re-Supply in Syria!

    A dozen Russian warships from three fleets are participating in a joint three-month exercise. The group is to visit the Syrian port city of Tartus, where a Russian base is located. The drills are not related to the Syrian conflict, the military say.

    The warships and supply ships are derived from Russia’s Black Sea Fleet, Northern Fleet and Baltic fleet, the Defense Ministry said. The exercise’s main goal is to test inter-fleet coordination during the joint maneuvers.

    The Northern Fleet is contributing the largest portion of the group, a destroyer, four tank landing ships and two support ships. The vessels have left their base in Severomorsk and are heading to a rendezvous point in the North Atlantic, where they will meet a fellow group from the Baltic Fleet consisting of a corvette and a refueling tanker.

    Together they will set sail to the Black Sea and the Mediterranean, meeting two tank landing ships and a corvette from the Russian Black Sea Fleet on their way.

    “The inter-fleet group under a single command will perform a number of scheduled combat preparedness tasks while following their route in the ocean zone,” the ministry’s statement says.

    The group will visit the Russian naval base in Tartus, Syria, RT’s military source says. The warships will refuel and take additional supplies there. The movement of the Russian warships is of no concern for Washington, US officials said after unconfirmed reports about the exercise surfaced on Tuesday.

    “We currently have no reason to believe this move is anything out of the ordinary, but we refer you to the Russian government for more details,” Erin Pelton, a spokeswoman for the National Security Council, told AFP.

    The drills are not connected to the ongoing crisis in Syria, a diplomatic source assured Interfax news agency.

    “We have nothing to hide… It’s a scheduled exercise, a regular trip for our ships, which has nothing to do with the Syrian events,” the source said.

    Last week NATO launched its own joint exercise in the Mediterranean. The Standing NATO Maritime Group 2 comprised of Turkish, German and French warships is conducting anti-terrorist drills not far from the Syrian borders.

    According to the just released M2 update, the broadest publicly tracked monetary aggregate (because the Fed doesn’t have enough money to keep track of M3) just hit $9,991.5 billion, a $43 billion increase from last week. In other words, this is the last week in which M2 is under $10 trillion. So enjoy it while the “complete lack of penetration” of the monetary base into broader monetary aggregates, and of the Fed’s reserves so tightly locked up in bank vaults, is still only 13 digits (most of it comprising of bank deposits which of course represent no inflationary threat at all). Next week it will be a record 14 digits for the first time, and well on its way to surpassing the $15 trillion held in the deposit-free shadow banking system as the importance (and inflationary convexity) of the two is rapidly interchanged.
