Another week, another summit. This week’s shindig of EU leaders in Brussels will be bound to focus on efforts to shore up the euro.

Once again, it is likely to disappoint. The main issue is well-known; bail-outs for indigent, non-tax-paying southerners at the expense of hard-working northerners. The form book tells us that even if they come up with something, the proffered solution will be too little, too late.

But the real issue goes deeper. All the bailout mechanisms under the sun cannot make the euro-zone work. Such bailouts are still, in the end, loans. Even if the interest rates are set very low, interest is due to be paid and the debt eventually to be repaid.

What would make some difference is if the money provided were not some sort of loan but rather an outright gift. Such gifts can be made in advance (although they rarely are) or after the event, when they are called write-offs. Sometimes a recipient itself turns what was once a loan into a gift.

This is called a default. But northern countries understandably don’t want their past loans turned into gifts, and they don’t want to be forced to make new gifts until the crack of doom.

“The ignorance is willful.” I think you can say the same thing about the ongoing banking crisis. Last Thursday, credit rating giant Moody’s downgraded the long-term credit ratings of 15 of the biggest North American and European banks. All but four were cut at least two notches, and these are some of the biggest banks in the world. RBC, JP Morgan, BNP Paribas, RBS and UBS are household names in Canada, U.S., France, UK and Switzerland. (Japan’s Numara and Australia’s Macquarie were downgraded earlier by Moody’s.) I can’t find a time when a major credit ratings company like Moody’s has downgraded this many major banks in so many parts of the world at the same time. Sure, critics of Moody’s will say they are way behind the curve, but the fact is the company has come out with bold and devastating bank downgrades when the world is being told it is in “recovery.” Please keep in mind, dozens of Italian and Spanish banks were, also, downgraded in the last few months by Moody’s.

The MSM greeted this enormously negative bank news with a yawn. USA Today, which touts itself as “The Nations Newspaper,” covered the story, last Friday, in the newspaper with less than 75 words! What kind of reporting is this? Both Goldman Sachs and JP Morgan were downgraded two notches by Moody’s, and both own more than 15 million shares (combined) of Gannett stock, which is the parent company of the newspaper. I am sure that had nothing to do with the very light coverage and analysis of this story. Bloomberg did a story that underplayed Moody’s downgrades titled “Bank Investors Dismiss Moody’s Cuts as Years Too Late.”

Saudi officials are preparing to pay the salaries of the Free Syria Army as a means of encouraging mass defections from the military and increasing pressure on the Assad regime, the Guardian has learned.

The move, which has been discussed between Riyadh and senior officials in the US and Arab world, is believed to be gaining momentum as a recent flush of weapons sent to rebel forces by Saudi Arabia and Qatar starts to make an impact on battlefields in Syria.

Officials in the Saudi capital embraced the idea when it was put to them by Arab officials in May, according to sources in three Arab states, around the same time that weapons started to flow across the southern Turkish border into the hands of Free Syria Army leaders.

Turkey has also allowed the establishment of a command centre in Istanbul which is co-ordinating supply lines in consultation with FSA leaders inside Syria. The centre is believed to be staffed by up to 22 people, most of them Syrian nationals.

The Guardian witnessed the transfer of weapons in early June near the Turkish frontier. Five men dressed in the style of Gulf Arabs arrived in a police station in the border village of Altima in Syria and finalised a transfer from the Turkish town of Reyhanli of around 50 boxes of rifles and ammunition, as well as a large shipment of medicines.

The men were treated with deference by local FSA leaders and were carrying large bundles of cash. They also received two prisoners held by rebels, who were allegedly members of the pro-regime militia, the Shabiha. The influx of weapons has reinvigorated the insurrection in northern Syria, which less than six weeks ago was on the verge of being crushed.

The move to pay the guerrilla forces’ salaries is seen as a chance to capitalise on the sense of renewed confidence, as well as provide a strong incentive for soldiers and officers to defect. The value of the Syrian pound has fallen sharply in value since the anti-regime revolt started 16 months ago, leading to a dramatic fall in purchasing power. The plan centres on paying the FSA in either US dollars or euros, meaning their salaries would be restored to their pre-revolution levels, or possibly increased.

One innocent civilian victim is said to have died after being assaulted aboard an RAF helicopter, while others were hooded, stripped and beaten at a camp set up at a remote phosphate mine deep in the desert.

The whereabouts of a separate group of 64 Iraqi men who were spirited away on two RAF Chinooks to a ‘black site’ prison, located at an oil pipeline pumping station, remain unknown.
