Some prominent voices at NASA are fed up with the agency’s activist stance toward climate change. The following letter asking the agency to move away from climate models and to limit its stance to what can be empirically proven, was sent by 49 former NASA scientists and astronauts.

Joint letter to NASA Administrator blasts agency’s policy of ignoring empirical evidence
HOUSTON, TX – April 10, 2012.

49 former NASA scientists and astronauts sent a letter to NASA Administrator Charles Bolden last week admonishing the agency for it’s role in advocating a high degree of certainty that man-made CO2 is a major cause of climate change while neglecting empirical evidence that calls the theory into question.

The group, which includes seven Apollo astronauts and two former directors of NASA’s Johnson Space Center in Houston, are dismayed over the failure of NASA, and specifically the Goddard Institute For Space Studies (GISS), to make an objective assessment of all available scientific data on climate change. They charge that NASA is relying too heavily on complex climate models that have proven scientifically inadequate in predicting climate only one or two decades in advance.

H. Leighton Steward, chairman of the non-profit Plants Need CO2, noted that many of the former NASA scientists harbored doubts about the significance of the C02-climate change theory and have concerns over NASA’s advocacy on the issue. While making presentations in late 2011 to many of the signatories of the letter, Steward realized that the NASA scientists should make their concerns known to NASA and the GISS.

“These American heroes – the astronauts that took to space and the scientists and engineers that put them there – are simply stating their concern over NASA’s extreme advocacy for an unproven theory,” said Leighton Steward. “There’s a concern that if it turns out that CO2 is not a major cause of climate change, NASA will have put the reputation of NASA, NASA’s current and former employees, and even the very reputation of science itself at risk of public ridicule and distrust.”

New trading platform expected to enhance cross-border settlements
A system to settle cross-border yuan payments and boost the convertibility of the currency will be set up, central bank officials said on Wednesday. The move will promote the international use of the yuan, analysts said.

The China International Payment System will be established in one or two years. It will make yuan clearance safer and more efficient for cross-border trade and investment settled in the currency, said Li Bo, head of the central bank’s second monetary policy department, at a news briefing in Beijing.

The system will help gradually make the currency convertible and will facilitate wider use of the yuan in cross-border settlements, Li said. Currently cross-border yuan clearance is conducted through the Hong Kong and Macao branches of Bank of China, or agency banks of overseas participants.

While demand for cross-border renminbi settlement is increasing, transaction costs in the current payment system are higher than those conducted in other major currencies, such as the US dollar, analysts said. “The new system will link domestic and overseas participants directly, and support different languages including Chinese and English. What’s more, the working hours will be extended to 17 or 18 from the current eight to nine hours to cover yuan settlement demand from different time zones,” said Li Yue, director of the payment and settlement department at the People’s Bank of China.

“The rising international use of the renminbi is one of the most exciting developments in global trade and finance,” said Stuart Fraser, chairman of the policy and resources committee at the City of London corporation. “Any measures which can help facilitate cross-border transactions and increase efficiency and security are a very welcome development,” Fraser said.

A more efficient and safe cross-border payment system is critical to ensure that the huge number of transactions are made with minimal delays, said Ma Jun, chief economist for Greater China at Deutsche Bank.

The system will provide more specialized cross-border payments and clearing services for offshore banks and will operate in daylight hours for most time zones, he said. “If well designed, the percentage of cross-border transactions that do not require manual intervention can also be substantially enhanced, saving time and costs for clients.”

Under the new system, most smaller foreign banks will use member banks as a correspondent bank, Ma said. Li said that the system will adopt global standards, and probably use the international messaging service, the Society for Worldwide Interbank Financial Telecommunication, commonly known as SWIFT.

Europe’s banks beached as ECB stimulus runs dry!

The European Central Bank’s €1 trillion (£824bn) lending spree over the winter has stored up a host of fresh problems, leaving parts of the banking system more vulnerable than before as the short-term “sugar rush” nears exhaustion.

Credit experts say the Spanish and Italian banks are trapped with large losses on sovereign bonds bought with ECB funds under the three-year lending programme, or Long-Term Refinancing Operation (LTRO).

Andrew Roberts, credit chief at RBS, said Spanish banks used ECB funds to purchase five-year Spanish bonds at yields near 3.5pc in February and 4.5pc in December. The same bonds were trading at 4.77pc on Wednesday, implying a large loss on the capital value of the bonds.

It is much the same story for Italian banks pressured into buying Italian debt by their own government. Any further dent to confidence in Italy and Spain over coming weeks – either over fiscal slippage or the depth of economic contraction – could push losses to levels that trigger margin calls on collateral.

“The banks are deeply underwater. This is turning into a disaster for the eurozone periphery now that the liquidity tap has been turned off,” said Mr Roberts. “But given the opposition in Germany, the ECB can’t easily do another LTRO until there is a major crisis.”

Spanish banks bought €67bn of sovereign debt between December and February, while Italian banks bought €54bn. The purchases almost certainly continued in March. These lenders have soaked up most of debt issues in their countries over the past three months, picking up at a juicy return under the “carry trade” while at the same acting as a conduit for the ECB to shore up crippled countries by the back-door.

‘NATO, US arming Israel over projected, planned Iran war’!

A prominent political analyst says NATO and the US are arming “Israel with missile capacities in relation to a projected and planned attack upon Iran.” Italy says it wants to finalize a one billion dollar deal with Israel to buy thirty M-346 training jets from the Italian-based aerospace and defense group Finmeccanica’s Alenia Aermacchi unit. Italian Premier Mario Monti said the deal would result in a “leap of quality” in industrial relations between Italy and Israel.

Press TV: Give us your thoughts on this deal and the reasoning and motives behind it.
Schoenman: Well, I want to remind you that the Italian minister of defense was in Tel Aviv in Jerusalem meeting with Netanyahu at the time of Israel’s attacks upon Gaza.

At that time, the Italian defense minister announced that Italy was in complete support of Israel, militarily, and represented that Iran was behind the response of Gaza to the Israeli assassination program in Gaza. So, this military relationship has long been in preparation.

I also would point out to you that Prime Minister Mario Monti represented that the purchase of the 30 M-346 training jets from Aerospace and defense group Finmeccanica’s Alenia Aermacchi was part of a military relationship with Israel.

Let’s look at this closely. Finmeccanica is 33.3 percent state owned. And as part of this agreement, the Italian government will make one billion dollars worth of what are called off-set purchases from Israel’s defense industry. So, the one billion dollar purchase from Israel immediately offsets one billion dollars handed over by the Italian government.

This is part of the elaborate NATO and US arming of Israel with missile capacities in relation to a projected and planned attack upon Iran. It’s also related to an earlier 1.6 [billion] dollar arms deal which was announced in the Associated Press on February 26th with Azerbaijan in which Israeli defense officials confirmed that the one billion dollar deal would involve drones and anti-aircraft missile defense systems in Azerbaijan.

Danny Yatom, the former head of the Israeli Mossad spy agency, said that the timing of the deal is related to Israel’s plans with respect to Iran. He continued to say [they will continue] to sell arms to its friends. The article adds that with Israel intelligence, there’s a benefit from Azerbaijan’s contacts with the large Iranian Azeri community. Related to this is the war of the Mossad in carrying out assassinations of nuclear scientists.

I want to emphasis that these arms deals with Italy, with NATO countries, with neighboring countries to Iran are part of a planned Israeli-US imperial assault upon Iran. That’s the real context here.

Press TV: Mr. Schoenman, the Israelis just recently asked the United States for more money, 700 million dollars to be precise, for its Iron Dome missile system and other military projects which you just pointed out as well. It seems that even during these tough economic times, the US usually has no hesitations in coughing up taxpayers’ money for Israel’s militarily driven demands does it?
Schoenman: Well, yes. As a matter of fact, I did discuss that very question yesterday on Press TV. The 700 million dollars is but a small fraction of the actual transactions involved. It also involves missile systems with respect to missile defenses against outer space missiles, specifically those of Iran and Syria.

The sums involved, the 700 million dollars, is but the tip of the iceberg. 3.2 billion dollars has been assigned. Beyond that, the Israelis have demanded that there should be what is called an automatic position of arms on an annual basis without review. That is to say the agreement will provide Israel with [crash-arms] missile systems, would take place year after year without the ability of Congress to review them.

The headline of today’s Maariv is extremely important, if true. It quotes American officials who say that Prime Minister Benjamin Netanyahu has promised not to carry out an attack on Iran before the fall.

Since most military analysts believe that Israel would almost certainly prefer to carry out a complex and difficult long-range attack on Iran in a period when the skies above the target are cloudless, that either means Israel has agreed to postpone the potential strike for at least another eleven months or that the window of opportunity is open now for September or October. In other words, during the crucial final stages of the American presidential elections campaign.

This seems to be the fear of Maariv’s un-named administration sources, complaining that “Netanyahu refused to commit that Israel would not attack Iran before the elections in November 2012 and agreed to wait with a military operation only until the fall.”

According to the paper, Netanyahu’s reasoning is that “after fall, the Iranian nuclear installations will be in ‘the immunity zone’ from an Israeli strike and Israel will lose its independence to decide on military action.”

We have no way of verifying this report but it does tally with what Barack Obama said two months ago – “I don’t think that Israel has made a decision on what they need to do.” And of course, it fits in with Netanyahu’s tendency to play the internal American political arena.
