    The head of the Eurogroup of euro zone finance ministers, Jean-Claude Juncker, said on Friday he could not rule out that Greece may need a third bailout.

    Asked in a television interview if he could be sure Greece would not need a third bailout, Juncker said: “You cannot really exclude that, although we should not have as a starting assumption that a third program will be (needed).”

    “We made it clear last Tuesday in Brussels that we are standing ready to support Greece even beyond the time period of this program but I have good reasons to believe that we should now not engage ourselves in a debate on a ‘maybe’ third program.     A high ranking Pentagon lawyer argued Wednesday that US citizens accused of having ties to terror groups can legitimately be targeted for assassination.

    In a speech at Yale Law School, Jeh C. Johnson, the Defense Department general counsel, also said that US courts do not have the right to review such cases, or pass judgment on decisions taken by the Executive branch on such matters.

    “Belligerents who also happen to be U.S. citizens do not enjoy immunity where non-citizen belligerents are valid military objectives,” said Johnson. According to a report in The New York Times, while not discussing detail of last year’s killing of US born Islamist radical Anwar Al-Awlaki, “Johnson invoked a lawsuit filed by Mr. Awlaki’s father before the killing that had sought an injunction against targeting his son, citing with approval a district judge’s decision to dismiss the case and saying that targeting decisions are not suited to court review because they must be made quickly and based on fast-evolving intelligence.”

    Copper, which has been given the nickname “Dr. Copper” for being a bellwether for the health of the global economy, has quietly left the party early. The metal peaked on Feb. 9 after a failed attempt to break the $4-per-pound mark. It has since fallen about 5% to $3.81 a pound, while the Dow Jones Industrial Average has edged up 0.1% and earlier this week flirted with 13000.

    Also, the Baltic Dry Index, which tracks the shipping rates for bulk commodities, had sunk to 647 on Feb. 3, the lowest level in more than 25 years, before recovering in recent days. Even though there is a glut in the freight markets, the fact that shipping companies now charge as much as they did in Aug. 1986 – when oil traded around $13 a barrel – is mindboggling. Only two months into 2012, the index has already lost nearly 60%.

    Of course, copper and the Baltic index are more reflective of the global economy, rather than that of the U.S. Maybe this partly explains the divergence. But if we are still living in an integrated world economy, what does this bode for the U.S.?
