  There’s no such thing as a good downgrade. No matter how brave a face the French put on Standard & Poor’s cut to its credit worthiness, they cannot brush off the loss of their AAA rating.

  It may now be on the same rating as the US, but its outlook is completely different. America was able to ignore its downgrade last year because, as the world’s reserve currency, investors kept buying its bonds sure that if necessary, the Federal Reserve would always print money to pay the bills. The same is true of the UK, although when our AAA rating was under threat in May 2009, we took credible action to retain it after the 2010 election.

  France, however, borrows in a foreign currency and dances to the tune of a foreign central bank, so its risk of default is more than just theoretical. The downgrade will make any eurozone bail-out using the European Financial Stability Facility, whose own credit rating is related to that of France among others, yet more expensive. The whole eurozone edifice is that little   bit more risky as a result.

  Losing its gold-plated rating also gives French socialist leader Francois Hollande more ammunition and makes his victory in this year’s presidential election more likely.

  Clearly creditors will take a view on how serious a socialist government will be about UK-style, triple A austerity and quite possibly push France’s cost of borrowing up even more. Equally likely under Hollande is a rift between Paris and Berlin, rocking the Franco-German axis that has so far kept the eurozone together making it even harder to attract buyers for eurozone debt. The downgrade may also exert further downward pressure on the euro, making the dollar denominated debt of eurzone companies more burdensome.

  The eurozone crisis entered a dangerous new phase as France and eight other European countries had their credit ratings downgraded.

  Stock markets and the single currency fell sharply as Standard and Poor’s cut France’s AAA rating. Italy saw its long-term rating drop by two notches, along with Spain, Portugal and Cyprus. Austria, Malta, Slovakia, and Slovenia had their ratings lowered by one notch. The move triggered a backlash from European politicians and led to calls for Britain to be downgraded too.

  It represents a further loss of confidence in the single currency and the European Union’s ability to rescue indebted eurozone members. The Treasury believes that any collapse of the euro could seriously damage the British economy and banking system, pushing the UK back into a deep recession. The agency’s move also threatens to torpedo the main European bail-out fund set up to support struggling countries such as Greece and Portugal.

  There are growing fears that Greece, which was not reassessed, is edging closer to defaulting on its debts and being forced out of the single currency. Talks between the country and its creditors were put on hold. There was no change for Germany, the Netherlands, Ireland, Belgium, Estonia, Finland or Luxembourg.

  The blow to France is the most significant. It has held a AAA rating since 1975. As well as hurting national pride, the lower rating will inevitably mean the country faces higher borrowing costs. It will also affect the eurozone bail-out fund, which is at the heart of efforts to ease fears about the currency bloc, as France is partly responsible for underwriting it.

  Fears are mounting that Greece could be the first European country to default on its debt in 60 years, as the country gears up to salvage collapsed talks over bond repayments on Wednesday. Three months of negotiations ground to a halt on Friday night, amid a wave of downgrades by ratings agency Standard & Poor’s aimed at a clutch of European countries, including France.

  The unexpected breakdown in talks between Greece and its private-sector creditors has taken the country a step closer to bankruptcy after a failure to sign up lenders to a voluntary and “orderly” 50pc haircut to their holdings. Greece’s finance minister Evangelos Venizelos said talks would resume on Wednesday to “bridge differences” but insiders remained sceptical that a   deal could be stitched at such a late stage.

  The clock is ticking for Greece, as a deal must be reached before March 20, when the country is due to receive a further €130bn (£107bn) bail-out tranche from the International Monetary Fund and must make a key €14.5bn bond payment.

The use of such a weapon would create massive clouds of radioactive fallout that could spread far from the site of the attack, including to other nations. Even if used in remote, lightly populated areas, the number of casualties could range up to more than a hundred thousand, depending on the weapon yield and weather conditions.” And any attack by the U.S. and Israel on Iran would be military aggression to preserve their military dominance—including their nuclear monopoly—in the Middle East. There is absolutely no justice in anything the U.S. is doing in pursuit of this criminal goal.

  The last half of December saw a sharp spike in the U.S.-led assault on Iran’s Islamic Republic. On December 31, President Obama signed a defense authorization bill that included by far the harshest sanctions the U.S. and its allies have yet imposed on Iran. These new sanctions target Iran’s oil exports (which account for well over half of government revenues) for the first time, as well as its financial sector. (One provision calls for punishing foreign firms and banks which purchase Iranian oil, including through its central bank.)

  In late December, with these new sanctions looming, Iran staged large-scale naval maneuvers in the Persian Gulf and the commander of Iran’s naval forces declared, “Closing the Strait of Hormuz [the narrow chokepoint at the mouth of the Gulf through which one-fifth of the oil traded on the world market flows] is very easy for Iranian naval forces.” The U.S. Fifth Fleet, stationed in Bahrain (directly across the Persian Gulf from southern Iran), immediately warned that “any disruption” to shipments through the Gulf “will not be tolerated,” adding that “The U.S. Navy is a flexible, multi-capable force … always ready to counter malevolent actions to ensure freedom of navigation.”

  “It seems strange that it is Russia who is required to show flexibility. This is not our project. If an architect is building a house, it is up to him to offer a design which would not violate property rights, area design and neighbors’ interests. So it is our US colleagues who should demonstrate miraculous flexibility to ensure that their AMD system does not violate the interests of other countries if it is to be located in Europe.”

  Rogozin also called on European leaders to stop being “political puppets” in the AMD game, adding that everyone should stand for their own interests, not for some “Atlantic solidarity.” If Moscow’s position is ignored and the range of the US anti-missile defense system covers the European part of Russia, this will be considered a situation requiring defensive action.

Eurozone Downgrade: Is Collapse Imminent?

  European leaders are rushing to contain the fallout after S&P downgraded nine of the seventeen eurozone members. But while many across Europe promise further reforms, is a eurozone breakup a done deal? ­Speaking with reporters and analysts after the cuts, Standard & Poor’s predicted a eurozone recession, saying that GDP could contract by 1.5 per cent in 2012.

  France, the eurozone’s second largest economy, was downgraded from its AAA credit rating to AA+ and could face further cuts unless it manages to curb inflationary pressure on its debt and budget deficit. In response, the French Prime Minister Francois Fillon said on Saturday that his country would push ahead with cost-cutting measures in reaction to the S&P cut.

  Apart from France, Austria, Malta, Slovakia and Slovenia were also downgraded one notch, while Cyprus, Italy, Spain and Portugal suffered double-notch declines. Austria, which lost its AAA rating, viewed the downgrade as a wake-up call to curb its debt and get its financial house in order.

  However, other European nations strongly criticized Friday’s deluge of downgrades, arguing the move could hamper already embattled countries’ ability to borrow money, reduce debts, and avoid a deepening of the crisis.

  But while German Chancellor Angela Merkel hoped the downgrade would spur the signing of a “financial compact” between member states that could help save the single currency, John Laughland, director of studies at the Institute for Democracy and Cooperation, told RT that Friday’s downgrade would go down as the beginning of the end for the euro.

  “I think when the euro finally collapses as it will do surely, probably within the next year, we will see this day, this announcement, the downgrading of France, as having been one of the decisive moments, because it really is a sign that the markets are losing confidence in the eurozone and the euro-project as a whole, and in the core countries in Europe,” he said.

  Laughland further argues that despite promises reign in debt, the euro itself is ultimately to blame for the deepening economic crisis.

  “Apart from the inherit contradictions of the euro itself, this debt issue is not something that the euro has failed to control, it has actually been caused by the euro. The reason why we have a debt problem in the eurozone is that the countries, particularly in southern Europe, who have run up enormous debts, have been able to do so without feeling the consequences in terms of exchange rates. In a normal situation, if they had had national currencies, their currencies would have lost value. It is precisely because they have a shared currency that they have the impression that they could have a sort of free lunch for so long. And that’s what’s got us into the situation that we’re in.”
