  British banks must prepare for the worst-case scenario of a disorderly break up of the euro, according to a senior UK regulator.

  Andrew Bailey, deputy head of the Prudential Business Unit at the Financial Services Authority (FSA), noted that British banks are not heavily exposed to the eurozone, but said they must prepare for some countries to exit the single currency – or a complete break up.

  “We cannot be, and are not, complacent on this front,” Mr Bailey   said. “As you would expect, as supervisors we are very keen to see the banks plan for any disorderly consequence of the euro area crisis.

  “Good risk management means planning for unlikely but severe scenarios and this means that we must not ignore the prospect of a disorderly departure of some countries from the eurozone.

  “I offer no view on whether it will happen, but it must be within the realm of contingency planning,” he added. Failure to plan for the exit of a country from the euro would be “unsound risk management”, Mr Bailey said.

  Formerly a chief cashier at the bank of England, Mr Bailey will be deputy head of the new Prudential Regulation Authority which will be a subsidiary of the central bank.

  It’s time to think what hitherto markets have regarded as unthinkable – that the euro really is on its last legs.

  The defining moment was the fiasco over Wednesday’s bund auction, reinforced on Thursday by the spectacle of German sovereign bond yields rising above those of the UK.

  If you are tempted to think this another vote of confidence by international investors in the UK, don’t. It’s actually got virtually nothing to do with us. Nor in truth does it have much to do with the idea that Germany will eventually get saddled with liability for periphery nation debts, thereby undermining its own creditworthiness.

  No, what this is about is the markets starting to bet on what was previously a minority view – a complete collapse, or break-up, of the euro. Up until the past few days, it has remained just about possible to go along with the idea that ultimately Germany would bow to pressure and do whatever might be required to save the single currency.

  The prevailing view was that the German Chancellor didn’t really mean what she was saying, or was only saying it to placate German voters. When finally she came to peer over the precipice, she would retreat from her hard line position and compromise. Self interest alone would force Germany to act.

Aside from representing a show of strength to discourage NATO powers from launching a military attack, on board were Russian technical experts ready to help Damascus set up a sophisticated missile defense system sold to them by Moscow.

  “Russian warships that have reached waters off Syria in recent days were carrying, among other things, Russian technical advisors who will help the Syrians set up an array of S-300 missiles Damascus has received in recent weeks, a report in the London-based Arabic language Al Quds-Al Arabi said Thursday. Citing sources in Syria and Russia, the paper said that Moscow sees a Western attack on Syria as a “red line” that it will not tolerate,” reports Arutz Sheva.

  The S-300 missiles, which according to the report will be used to “deflect a possible attack by NATO or the U.S. and EU,” are long range surface-to-air missiles developed by Russia in 1979 for the purpose of protecting large industrial and military bases from enemy attack aircraft and cruise missiles.

  The system is widely regarded as one of the most powerful anti-aircraft arrays in modern warfare, having the ability to track up to 100 targets and engage 12 at any one time. Russia recently tried to sell the same system to Iran but the transaction was halted after pressure from the U.S. and Israel.

  Arming Syria with such a proficient means of aerial defense would obviously not bode well for any prospective “no fly zone” being planned by western powers. Reports have been circulating this week that fighter jets from Turkey and other Arab states would soon enter Syrian airspace under “humanitarian” pretenses with logistical aid from the United States.
