  The ‘DG [director General] of all states, but in agreement with us’ was how the International Atomic Energy Agency (IAEA) chief Yukiya Amano was described by the US mission in Vienna.

  According to a cable released by the Wikileaks in October 2009, “Amano reminded [the] ambassador on several occasions that he would need to make concessions to the G-77 [the developing countries group], which correctly required him to be fair-minded and independent, but that he was solidly in the US court on every key strategic decision, from high-level personnel appointments to the handling of Iran’s alleged nuclear weapons program.”

  In an atmosphere of cringing obedience to Washington, Mr. Amano cannot choose but to play into the hands of the US officials who look over his shoulders and observe with diligence what he puts to paper in the report he writes about Iran.

  The US-engineered new allegation against the Islamic Republic which is part of a 15-page document issued by the International Atomic Energy Agency is that Iran carried out “work on the development of an indigenous design of a nuclear weapon including the testing of components. Some activities relevant to the development of a nuclear explosive device continued after 2003” and “some may still be ongoing.” This new allegation is indeed based on the fiction of the laptop of death.

  Allegations against the Islamic Republic practically started in 2004 when a mysterious figure handed over to the CIA a laptop he had purloined from an Iranian technician purportedly working at a nuclear plant in Iran. The laptop which has come to be known as the laptop of death is said to contain pages and pages of top-secret information in English detailing Iran’s lust for attaining technical knowhow to produce nuclear payroll for Shahab III missile.

  When closely scrutinized one can see that the claim soon begins to lose credibility. Nonproliferation expert Jeffrey Lewis of the New America Foundation says the biggest loophole in the claim is the crude manner in which the laptop documents were constructed: “What led many of us to have serious doubts about it was how utterly unconnected from reality some of the information seemed. Some of the reports indicated that some of the view graphs were done in PowerPoint, which suggested to me that the program was not terribly sophisticated.” [Inter Press Service, 12/9/2006; New York Times, 12/4/2007]

  Another fault which shoots another hole in the claim is that the documents were written in English, a language barely used in official Iranian documents let alone in documents of such paramount sensitivity.

  In 2005, the US officials briefed the IAEA of the contents of the documents which they said described Iranian computer simulations and their efforts to design a nuclear weapon. However, they declined to provide the IAEA officials with any actual documents. In 2008, a battle ensued between the then IAEA chief Mohamed ElBaradei and George W. Bush.

  Washington’s resistance to provide the IAEA or any experts in the field with solid documents soon translated their doubt into certainty that the hypothetical documents were not real and that the US government had built an unsteady castle of doubts to the satisfaction of the anti-Iran ill wishers.

A quadrillion is equivalent to 1,000 trillion. Tokyo had planned to boost its borrowings this fiscal year by ¥71 trillion, bringing the deficit to ¥995.92 trillion. Those estimates were outdated after the additional borrowings, the report said. Tokyo has issued ¥11.5 trillion in reconstruction bonds, lifted by ¥15 trillion its ceiling for short-term debt to fund foreign-exchange interventions, and boosted to ¥5 trillion a special government bond to compensate for damages linked to the crippled Fukushima Daiichi reactors, the report said.

  On the heels of the International Atomic Energy Agency’s latest Iran report, a senior Iranian lawmaker says the IAEA has turned into a political tool for the US.“The IAEA should act in accordance with technical and legal regulations but it has turned into a plaything for US statesmen,” said Chairman of the Majlis (parliament) National Security and Foreign Policy Committee Alaeddin Boroujerdi on Wednesday.

  He added that the UN nuclear agency is a political tool used by the US to accomplish its own objectives, IRNA reported. Boroujerdi said that the reason behind the stepped up US and Western campaign against Iran is the popular following the ‘Occupy Wall Street’ movement, trans-regional failures and the loss of important regional bases.

  “The agency’s anti-Iran measures [adopted with regards to the] nuclear and human rights issues have no credibility or value for Iran and without a doubt this US plot will also be foiled,” he added.

  IAEA Director General Yukiya Amano’s latest report on Iran’s nuclear activities was given to the 35 members of the Board of Governors of the agency Tuesday evening, ahead of the seasonal meeting of the board, which is scheduled to be held in Vienna from November 17 to 18.

  The US and its allies accuse Iran of pursuing a military nuclear program and have used this false allegation as a pretext to convince the UN Security Council to impose a fourth round of sanctions on Iran. Tehran has categorically refuted Western allegations, saying that as a signatory to the Nuclear Non-Proliferation Treaty (NPT), it has the right to acquire and develop nuclear technology for peaceful purposes.

  Iranian President Mahmoud Ahmadinejad on Tuesday criticized the head of the International Atomic Energy Agency, calling him a pawn for US interests. Ahmadinejad said that IAEA was a tool for a few countries bent on world domination, and stated that Iran would continue to pursue nuclear development despite international pressure.

  “They have empowered a person in the IAEA that has no authority and violates the agency’s rules by repeating the words of the US,” the Iranian president said according to Iranian semi-official FARS News Agency. Ahamdinejad made the comments just as the IAEA was expected to release a report detailing intelligence about Tehran’s nuclear capabilities.

  German Chancellor Angela Merkel’s Christian Democratic Union may adopt a motion at an annual party congress next week to allow euro members to exit the currency area, a senior CDU lawmaker said.

   A motion that proposes allowing a euro member that doesn’t want to or is unable to comply with the common currency rules to leave the euro without losing membership in the European Union has been accepted by the party for debate at the CDU’s annual congress, Norbert Barthle, the ranking CDU member of parliament’s budget committee, said in a phone interview in Berlin. It probably has enough support to be passed by delegates at their meeting in the eastern German city of Leipzig on Nov. 14-15, he said.

  “This motion will go through, I am sure of it,” Barthle said late yesterday. “Any country that wants to leave the euro on its own should not be prevented from doing so.” Any German move to allow a state to exit the currency area, which is not envisaged under current euro rules, would require changes to the bloc’s guiding treaty to come into force. That can only happen with the backing of Germany’s EU partners.

  “It will become part of our party platform for future policy with regard to amending the framework treaties of the euro,” Barthle said. To become government policy, it would have to be agreed by all three parties in Merkel’s coalition and may need opposition support in a full parliamentary vote. The motion was first reported yesterday by German newspaper Handelsblatt.

  Merkel and French President Nicolas Sarkozy first raised the prospect of a member state leaving the euro last week, when they withheld aid for Greece and said that a planned Greek referendum on its bailout would be an in-or-out vote on euro membership. Greek Prime Minister George Papandreou later pulled the ballot.

  Mario Draghi, in his first week as European Central Bank president, said Nov. 3 that it’s not illegitimate to question Greece’s place in the euro area. Even so, the bloc’s founding treaty doesn’t allow for a country leaving and it would be hard to imagine it happening, he said.
